The Ministry of Public Security is working with provinces on the progress of constructing multi-level boarding schools in border communes.

- On the afternoon of October 3rd, at the Ministry of Public Security's central location, Lieutenant General Nguyen Van Long, Member of the Central Committee of the Party and Deputy Minister of Public Security, chaired a meeting with the provinces of Lang Son, Tuyen Quang, Lao Cai, Lai Chau, Son La, Dien Bien, and Quang Ngai regarding the progress of constructing multi-level boarding schools in border communes.

The working session was held in person and online, connecting to various provinces. Comrade Tran Thanh Nhan, Vice Chairman of the People's Committee of Lang Son province; and Colonel Vu Thanh Tung, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police, attended the working session at the central location.

At the Lang Son Provincial Police headquarters, the working session was attended by the leaders of the Provincial Police, leaders of provincial departments and agencies, and specialized departments of the Provincial Police.

In implementing the Politburo 's conclusion on the policy of investing in school construction for border communes, the Ministry of Public Security is monitoring and urging the progress of 53 projects. Of these, provincial police are directly the investors in 25 projects, and are coordinating, directing, monitoring, and supporting localities in implementing 28 projects.

According to the report, of the 21 projects scheduled to commence in 2025, 11 have been completed, handed over, and put into use, welcoming students to study and live in the boarding facilities.

Projects scheduled to commence in 2026 are being actively implemented by local authorities, with high progress achieved in many projects; some projects have been completed and put into use, ensuring adequate learning and living conditions for students.

The police in the provinces have proactively coordinated with Party committees, authorities, investors, and contractors to accelerate progress and promptly resolve emerging difficulties. However, the progress of some projects still falls short of expectations, especially those affected by natural disasters, complex geological conditions, difficulties in terms of land availability, materials, manpower, contractor capacity, and funding; some projects have required adjustments to plans, handling of landslides and subsidence, or expansion of land area to ensure structural safety, thereby impacting the overall progress.

During the meeting, delegates focused on clarifying the difficulties and obstacles encountered during the implementation and construction process; and proposed specific, feasible solutions to address each issue and ensure the progress of the projects.

Speaking at the meeting, Mr. Tran Thanh Nhan, Vice Chairman of the People's Committee of Lang Son province, said: Following the central government's directives, Lang Son province is implementing the construction of 11 schools in the border area. Phase 1 included 4 schools, all of which have been completed and put into use; of which, the Provincial Police Department is directly the investor for 2 schools in Mau Son and Quoc Khanh communes. Phase 2 will involve the construction of 7 schools, with the Provincial Police Department as the investor. Currently, relevant provincial departments and agencies are focusing on land clearance. The provincial leadership has assigned specific tasks to each unit and individual involved in the implementation process.

The Provincial Steering Committee, especially the Provincial Party Secretary, regularly monitors and supervises the progress of implementation, and based on that, directs the Provincial Police and the Provincial People's Committee to carry out the projects quickly and ensure quality.

In the coming period, Lang Son province is determined to continue mobilizing the coordination of the Provincial Police, departments, agencies, local authorities and relevant units, focusing on the synchronous implementation of tasks, striving to complete the 7 schools in phase 2 by May and conduct trial operations in August 2027 so that they can be put into use from September 2027, serving the 2027-2028 school year.

The Vice Chairman of the Provincial People's Committee affirmed that Lang Son province will continue to uphold a high sense of responsibility, focus on leadership, direction, and organization of implementation, and be determined to achieve the set goals and requirements.

Concluding the working session, Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, acknowledged the urgency and responsibility shown by localities and units in organizing and implementing the construction of multi-level boarding schools in border communes.

Regarding future tasks, the comrade requested that localities and units focus on inspecting and evaluating the operation of completed schools, promptly addressing any emerging shortcomings; accelerating progress and resolving difficulties for projects scheduled to start in 2025 that have not yet been completed; and developing detailed weekly and monthly schedules for phase 2 projects.

The comrade suggested that provinces pay attention to and include the Provincial Police Department in the Steering Committees of localities where the Police Department does not yet participate; proactively coordinate to resolve difficulties regarding capital, labor, and construction conditions; promptly report issues beyond their authority; and promote the role and responsibility of the Provincial Police Director in directing and inspecting each project, proactively identifying and resolving difficulties, and ensuring the set progress.
