At the regular government press conference in September 2026, Deputy Governor of the State Bank of Vietnam, Pham Thanh Ha, stated that in the first nine months of the year, the central bank had implemented credit management solutions, coordinating with monetary policy and other macroeconomic policies to control inflation, stabilize the macroeconomy, ensure the safety of the system, and support economic recovery and development.

According to data as of September 30, 2026, the total outstanding credit balance of the entire system of credit institutions reached approximately VND 20.75 million billion, an increase of 11.59% compared to the end of 2025 and an increase of 16.69% compared to the same period last year. According to the State Bank of Vietnam, this growth rate is consistent with the credit target set for the whole year.
In addition, to create room for credit institutions to provide credit to priority sectors and key projects of the economy, supporting growth, the State Bank of Vietnam has instructed credit institutions to proactively lend to certain sectors such as social housing, industrial parks, export processing zones, restaurants, hotels, eco -tourism areas and resorts.
Outstanding loans arising in sectors subject to guidance are not included in the credit outstanding requiring control as stipulated by the State Bank of Vietnam.
For large-scale, key projects with spillover effects and regional/local linkages, serving the goal of double-digit growth, the State Bank of Vietnam also instructs commercial banks not to include the additional outstanding debt of these projects in the additional credit outstanding that needs to be controlled.
In addition, the State Bank of Vietnam continues to implement preferential credit programs targeting growth drivers and small and medium-sized enterprises. According to information released at the press conference, 19 commercial banks are participating in the program with a total registered amount of approximately 409,000 billion VND.
As of the reporting date, 10 banks have disbursed loans to approximately 12,900 customers, with a total outstanding loan balance of about VND 18,600 billion. The interest rate for loans under this program is 1-3.6 percentage points lower than the regular lending interest rates of the participating banks themselves.
In addition, credit continues to focus on agriculture, forestry, and fisheries; the production, processing, and consumption chain of high-quality, low-emission rice in the Mekong Delta; electricity infrastructure, transportation, strategic technologies, and social housing.
