According to the List of Priority Areas for Innovation Support and Creative Startup Support in Hanoi City for the period 2026-2030, there are 7 priority areas for the city.
Firstly, there are digital technologies , artificial intelligence, information and communication technology, and quantum technologies, including: artificial intelligence; big data; digital twins; cloud computing; edge computing; the Internet of Things; blockchain; quantum computing; information security; cybersecurity; data protection; and digital identification, authentication, and trust.
Secondly, there is digital government and smart cities, encompassing: digital public services; data-driven urban governance; smart parking; e-ticketing; technology for managing, operating, and exploiting urban railways; intelligent traffic management; urban logistics; and charging infrastructure.
Third is environmental technology, carbon emission reduction and climate change response, including: environmental monitoring and warning; waste treatment; resource conservation; greenhouse gas emission reduction; carbon market development; clean energy; energy efficiency; flood and natural disaster warning; green urban solutions; green transportation; and climate change response.
Fourthly, manufacturing and automation technologies and new materials include: robotics; automation; sensors; embedded systems; 3D printing; smart manufacturing; semiconductor chip design, testing, and packaging; biomaterials, green materials, and advanced materials.
The fifth category is smart healthcare and applied biomedical technology, including: artificial intelligence in diagnosis, treatment, and health management; smart medical devices; biosensors; biotechnology for healthcare; preventive medicine; and telemedicine.
Sixth is the digital cultural industry and smart tourism, including: creative design; digital media; digitization, preservation and exploitation of digital heritage; digital museums; smart tourism maps; virtual reality, augmented reality; cuisine , traditional crafts and products bearing Hanoi's identity.
Seventh is high-tech and biotechnology-based agriculture , including: smart agriculture; precision agriculture; application of high technology in the production, harvesting, preservation, and processing of agricultural products; biotechnology in breeding, biological preparations, preservation, and processing of agricultural products; traceability, quality control, and food safety.
According to Plan No. 370/KH-UBND dated September 28, 2026, on the overall plan for science , technology, and innovation for the 5-year period 2026-2030 in Hanoi, Hanoi strives to be at the top of the country in the local innovation index (PII), establish 10 innovation centers in the city; and have a leading group in the country in terms of the innovation and startup ecosystem index.
The city aims to establish 1-2 innovative startup businesses valued at $1 billion or more; to disseminate legal information to 100% of science and technology enterprises and innovative startup businesses; and to ensure that the technological level and innovation capabilities of businesses in the city continue to be among the best in the country.
The percentage of businesses engaged in innovation activities exceeds 50%; 3-5 regional-scale technology companies will be formed in strategic technology sectors.
