Speaking at the "Vietnam New Economy Forum 2026 (VNEF 2026)" held on the afternoon of October 3rd in Hanoi, Deputy Prime Minister Nguyen Van Thang stated that the Vietnamese economy continues to maintain high growth momentum. GDP in the third quarter is estimated to increase by 9.95%, bringing the growth for the first nine months to 9.01%, the highest level in many years. State budget revenue for the first nine months reached approximately 86.5% of the projected amount, an increase of 12.1% compared to the same period last year. Foreign direct investment (FDI) attraction continues to be a bright spot, with registered FDI capital for the first nine months estimated at US$50.36 billion, an increase of 76.4%; disbursed capital increased by 12.1%, closely adhering to the target of at least US$30 billion disbursed for the whole year.
Simultaneously, the Government and the Prime Minister continue to promote institutional reform, administrative procedure reform, and the removal of bottlenecks to development. In the past nine months, the Government and the Prime Minister have submitted to the National Assembly for amendment, supplementation, and promulgation 84 laws and resolutions; the Government has issued 823 legal documents. The time required for administrative procedures has decreased by approximately 53%, and compliance costs have decreased by approximately 55%.
However, the Deputy Prime Minister noted that these results do not necessarily mean that resources have been fully transformed into production capacity and added value.

Accordingly, in the fourth quarter, it is necessary to urgently remove obstacles related to procedures, land, infrastructure, energy, data, and coordination of implementation, so that existing resources can be put into operation as soon as possible, generating actual production and capacity.
In particular, while the domestic business sector has shown many positive changes, it still lags behind the requirements. Businesses continue to face difficulties in accessing capital, land, technology, human resources, and markets.
Production and exports remain significantly dependent on the FDI sector and imported inputs. The linkages between domestic businesses and the FDI sector, the capacity to absorb technology, and the proportion of added value retained domestically have not yet met the requirements.
Therefore, it is necessary to continue supporting businesses in maintaining operations, expanding investment, innovating technology, and accessing markets; while simultaneously promoting genuine linkages, improving productivity, and enhancing the competitiveness of Vietnamese businesses.
Locally, the momentum is also uneven. According to the Deputy Prime Minister, in the first nine months, only 12 out of 34 provinces and cities achieved GRDP growth above 10%. Localities have proactively overcome difficulties and exploited new development opportunities, but the implementation capacity in some places has not kept pace with the requirements.
Pressure at the grassroots level in land management, planning, construction investment, and digital transformation remains significant. In the fourth quarter, localities need to shift strongly from organizational stability to improving implementation efficiency, proactively resolving obstacles, and promoting new development opportunities; decentralization and delegation of power must be linked to resource allocation, inspection and supervision capacity, and clearly defined responsibilities.
The Deputy Prime Minister also emphasized the need to strengthen regional linkages, linkages between domestic businesses and the FDI sector, and to improve technological capacity, productivity, and the rate of domestic value added.
"The requirement is to shift strongly from a policy-making mindset to an implementation and results-measuring mindset," the Deputy Prime Minister said, while also requesting that objectives be concretized into programs, plans, and tasks; clearly defining the people, the tasks, the timeframes, the responsibilities, the products, and the results.
The Deputy Prime Minister requested that issues falling under the jurisdiction of a particular level of authority be handled promptly at that level; issues exceeding their authority must be proactively compiled, and solutions proposed, without shirking responsibility or avoiding accountability, and without allowing resources to be hampered due to delays in implementation.
The government will continue to review and remove institutional bottlenecks, accelerate the disbursement of public investment, improve the efficiency of decentralization and delegation of power, and improve the investment and business environment, thereby creating conditions for localities to exercise initiative and for businesses to invest and expand production and business with confidence.
Appreciating the forum's theme, the Deputy Prime Minister emphasized the need not only to enact correct and groundbreaking policies, but more importantly, to organize their effective implementation, quickly transforming policies into development results, and creating a real impetus for localities and businesses.
