The Ministry of Education and Training has just issued Circular 80/2026/TT-BGDĐT, detailing some contents and measures for organizing the implementation of scholarship policies for students studying basic sciences, key engineering fields, and strategic technologies according to Government Decree 179.

According to Decree 179, university students from disadvantaged backgrounds can receive scholarships of 3.7-5.5 million VND per month; master's students and doctoral candidates can receive 5.5-8.4 million VND per month if they meet the selection criteria.

Calculate the score in Math and the two highest-scoring subjects, excluding bonus points.

Eligible candidates for the scholarship are those admitted through the general admission process to majors covered by the policy, regardless of the admission method, provided they have achieved satisfactory results in the high school graduation exam in the required subjects.

Scholarship eligibility is determined by the score in Mathematics and the two highest scores in Physics, Chemistry, Biology, and English. All subjects are graded on a 10-point scale and are not weighted.

The Ministry does not count priority points, bonus points, points converted from certificates or results from other methods, exams, or forms of assessment.

Within each subject group, candidates are ranked from highest to lowest score, and selection is made from no more than 30% of the candidates with valid score data.

Notably, the regulations prohibit the use of supplementary criteria to break the tie in points at this boundary.

If there are multiple candidates with the same score at the bottom of the list, and including all of them results in the number of selected candidates exceeding 30%, then all candidates with that same score will be excluded from the scholarship consideration group.

For example, if the 30% threshold is set at 27 points but too many candidates achieve 27 points, making the selection of all candidates exceed the limit, the group of candidates with 27 points will be eliminated from the list instead of using another criterion to select a select few.

The scholarship eligibility score for each group of majors is the higher of 22.5 points and the lowest score in the group, not exceeding 30% of the highest-scoring candidates.

After the results of the general admission round are announced, the Ministry of Education and Training will determine and publish the minimum scores for each group of majors. The 30% group is determined based on data from the general admission round this year and will not be recalculated for supplementary admission rounds.

Students transferring majors or schools do not need to resubmit their application.

Students do not need to prepare their scholarship applications themselves. The information is obtained from the national admissions, training, and data platform system.

For undergraduate students, the initial scholarship decision is made within 15 working days of the educational institution confirming their enrollment.

For postgraduate students and doctoral candidates, scholarship decisions are made before October 30th of the admission year.

In cases where students change majors, training programs, or educational institutions, they do not need to submit a separate scholarship application. Educational institutions are responsible for updating and verifying the information.

The Ministry also stipulates that learners do not have to meet any additional conditions beyond those stated in Government Decree 179.
