On the afternoon of October 2nd, Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Hai Phong City People's Committee, chaired a dialogue meeting between the Hai Phong City People's Committee and organizations and individuals renting houses and land that are public assets not used for residential purposes, managed by Hai Phong Housing Management and Business Company Limited.

Also attending were representatives from the Ministry of Finance, the Government Inspectorate , the Central Citizen Reception Board; departments, agencies, localities, and relevant organizations and individuals.

During the dialogue, organizations and individuals leasing houses and land focused their requests on continuing their leases, extending contracts; determining and collecting outstanding rent; and handling assets, investment costs, and repair expenses on leased land.

Speaking at the conference, Vice Chairman of the City People's Committee Le Trung Kien informed that the city is currently reorganizing and handling many public assets following the restructuring and merger process, while simultaneously implementing the "City of Law- Abiding Citizens" project. Based on this, the city is recovering public houses and land not used for residential purposes, aiming to combat waste while ensuring transparency and compliance with legal regulations. This is also identified as one of the solutions to create more room for the city's socio-economic development.

Vice Chairman of the City People's Committee Le Trung Kien stated that the city is ready to study appropriate solutions to address difficulties for citizens and businesses. The city will continue to organize dialogues and listen to the opinions of businesses and citizens; and at the same time, request responsible organizations and individuals to cooperate in the implementation of the general policy. If necessary, the city may research and propose a special mechanism to find solutions to resolve obstacles related to leasing public land and houses not used for residential purposes.

The Vice Chairman of the City People's Committee instructed the Department of Finance to review and consolidate relevant documents concerning privatized enterprises so that city leaders can directly work with them, continue dialogue, and build consensus. Issues exceeding their authority will be compiled, reported, and submitted to the Central Government for consideration and resolution.

The city police are reviewing, assessing, and verifying information on households to facilitate dialogues regarding the leasing of public land and properties not used for residential purposes.

The One-Member Limited Liability Company for Housing Management and Business will review households still owing rent and coordinate with the City Tax Department to study appropriate solutions. Relevant departments and agencies will continue to disseminate information, mobilize support, and create consensus in the arrangement and handling of public assets.

According to the Department of Finance's report, Plan No. 09/KH-UBND dated January 12, 2026, of the City People's Committee implements the arrangement and handling of 273 land and house locations. Of these, 32 locations are vacant properties managed by the One-Member Limited Liability Company for Housing Management and Business; 23 locations have not yet been reclaimed as directed by the city; 59 locations will be reclaimed through legal action in court; and 159 locations will be reclaimed according to the regulations in Decree No. 108/2024/NĐ-CP.

After excluding 32 vacant properties and 23 properties that have not yet been reclaimed, there are 218 properties that need to be reclaimed, including 59 through legal action in court and 159 through reclamation under Decree No. 108/2024/ND-CP.

As of September 30th, for the 59/218 properties subject to repossession through legal action in court, 15 properties have received judgments (13/15 have completed enforcement); 4 properties voluntarily handed over their properties during the litigation process; 1 property signed a commitment to hand over the property; and 1 property proposed withdrawing its application due to being located within the renovation project of old apartment buildings No. 2 + 3 in Dong Tam Town.

Regarding the 159/218 properties subject to reclamation under Decree No. 108/2024/ND-CP, 21 properties have been handed over as vacant units; 127 properties have been handed over by tenants who have committed to handing over the properties and are temporarily using them; 3 properties are undergoing review of legal issues related to land; 2 properties have been transferred to legal action; and 6 properties have had enforcement decisions issued and are currently undergoing public awareness campaigns to recover them. As of September 30th, 37 properties are still under court proceedings, 2 properties are preparing for legal action, and 6 properties have not yet signed handover commitments.

Regarding vacant land plots, by the end of September 2026, 62 out of 68 plots had been transferred to the Land Fund Development Center for management and exploitation in accordance with land law regulations.

After reclamation, the city plans to continue managing and leasing 44 properties for business purposes according to Decree No. 108/2024/ND-CP; convert 6 properties to residential rentals; reclaim 8 properties for project implementation; transfer 7 properties to local authorities for handling according to land law; and transfer 208 properties to the land fund for management. Of these 208 properties, 173 are expected to be auctioned for residential land use rights and 35 for commercial and service land use rights…
