On October 3rd, Da Nang City held a ceremony to restart the Quan Nam - Thuy Tu Urban Area project (Golden Hills City) after more than a decade of stagnation due to obstacles and violations during implementation.
Speaking at the ceremony, Standing Deputy Prime Minister Pham Gia Tuc said that in recent times, the Politburo, the National Assembly, and the Government have focused on leading and directing, issuing many specific policies and mechanisms to resolve difficulties and obstacles for stalled and long-standing projects, especially those related to land.

According to the Deputy Prime Minister, the relaunch of Golden Hills City is a practical milestone, contributing to the concretization of mechanisms and policies aimed at removing obstacles and unlocking investment resources for development in Da Nang in particular and other provinces and cities in general.
"With the overarching spirit of resolutely overcoming the wasteful use of resources, addressing existing problems and obstacles based on legal regulations, and ensuring a harmonious balance of interests between the State, the people, and businesses," the Deputy Prime Minister emphasized.
The Deputy Prime Minister stated that, according to statistics from 34 provinces, cities, and ministries, there are currently more than 5,000 stalled, difficult, and long-standing projects nationwide. Of these, nearly 4,000 projects have been addressed by ministries, agencies, and localities; over 1,300 projects are currently being processed; and 158 projects under the central government's authority will be resolved as soon as possible.
The Deputy Prime Minister emphasized that if more than 5,000 projects with a total capital of 3.5 million billion VND are put into production and business, it will contribute to combating waste and promoting economic growth.

The Deputy Prime Minister acknowledged that resolving the difficulties as reported is not the ultimate goal. The important thing is to translate mechanisms and policies into concrete results, truly restarting the project, rather than just completing the procedures.
The government will set up working groups to help localities overcome difficulties, and highly appreciates Da Nang's proactive and decisive approach in coordinating with the central government and relevant agencies to resolve the project's outstanding issues.
The Deputy Prime Minister requested Da Nang to thoroughly implement directives on resolving outstanding and long-standing projects; proactively create favorable conditions and provide maximum support to investors during project implementation, ensuring that mechanisms and policies aimed at resolving difficulties are not hindered by regulations and administrative procedures. Da Nang must not allow mistakes by the authorities at all levels to negatively impact businesses and the city's development.

At the ceremony, Chairman of the Da Nang City People's Committee Nguyen Manh Hung stated that during its development, the city has had many stalled and prolonged projects, affecting the investment environment.
According to Mr. Hung, the specific mechanisms of the central government have created a legal basis for the city to address the obstacles. The city reviews, defines responsibilities, determines timelines, and focuses on resolving each specific issue.
"Restarting the project opens up new expectations and unlocks investment resources that have been stalled for a long time," Mr. Hung said.
| The Golden Hills City project, invested by Trung Nam Joint Stock Company and developed by KITA Group Joint Stock Company, covers an area of over 335 hectares in Lien Chieu Ward, Da Nang City, with a total investment of nearly 15,500 billion VND. This is one of the projects applying a special mechanism to resolve obstacles in accordance with resolutions of the National Assembly and the Government regarding long-standing stalled projects in Ho Chi Minh City, Da Nang, and Khanh Hoa. |
