According to the advertisements, the product is promoted as having many uses, such as supporting people with vestibular disorders, migraines, cerebral ischemia, and coronary artery blockage; preventing stroke, cerebral hemorrhage, diabetes, and cardiovascular disease; and supporting the recovery of the nervous system function for people who have suffered a stroke.
Upon reviewing the data on product registration certificates, the Food Safety Department has not issued a product registration certificate for the aforementioned product.
The Food Safety Department stated that, according to Articles 6, 7, and 8 of Decree No. 15/2018/ND-CP, health supplements, medical nutritional foods, and foods for special diets belong to the group of products that must register a declaration with the competent state management agency before being circulated on the market. According to Article 26 of this Decree, products that must register their content before advertising may only be advertised within the content and scope approved by the competent authority.
To ensure the health and rights of consumers and the compliance of functional food businesses with legal regulations, the Food Safety Department requests Shopee Co., Ltd. to urgently review its business and electronic transactions of functional food products; only sell products that have been granted a Certificate of Product Registration by the competent authority or are listed on the Food Safety Data Information System as prescribed.
The Department also requested Shopee to verify the information, immediately cease trading and remove information about the Korean An Cung Niu Huang Wan product if it does not meet legal regulations; and to seriously implement previous documents of the Department on the management of functional food business on e-commerce.
The Food Safety Department requires Shopee to submit a written report on the implementation results to the Department before October 9, 2026.
