Announcement of newly issued administrative procedures in the field of Water Resources

According to the Decision, 03 administrative procedures in the field of Water Resources under the management scope of the Department of Agriculture and Environment are announced, specifically:

01. Administrative procedure under the jurisdiction of the People's Committee of the City : Issuance of permits for surface water and seawater exploitation (for cases stipulated in Clause 2, Article 15 of Decree No. 54/2024/ND-CP dated May 16, 2024, amended and supplemented by Clause 12, Article 2 of Decree No. 23/2026/ND-CP). Processing time: 29 working days. Document review time: Within 0.5 working days from the date of receipt of the application, the One-Stop Service Department is responsible for reviewing and checking the application. Project appraisal time: Within 28.5 working days from the date of receipt of a complete application, the Department of Agriculture and Environment is responsible for sending a notice to the organization or individual requesting the permit and appraising the project to pay the appraisal fee. The time for supplementing and completing the project is not included in the project appraisal time. The review period after the project proposal has been fully supplemented is 18 working days.

02. Administrative procedures under the joint jurisdiction of the Department of Agriculture and Environment and the People's Committee of the commune: Granting permits for groundwater exploitation for facilities with a capacity of less than 5,000 m3/day. Processing time: 29 working days. Document review time: Within 0.5 working days from the date of receipt of the application, the One-Stop Service Department is responsible for reviewing and checking the application. Report appraisal time: Within 28.5 working days from the date of receipt of complete documents, the Department of Agriculture and Environment/People's Committee of the commune is responsible for sending a notice to the organization or individual requesting the permit to pay the appraisal fee and appraise the report. The time for supplementing and completing the report is not included in the report appraisal time. The appraisal time after the report is supplemented and completed is 18 working days; Calculating the fee for granting the right to exploit water resources for facilities that are already in operation. Processing time: 29 working days (if submitted together with the application for a water resource exploitation license). 24 working days (if submitted together with the application for renewal or adjustment of a water resource exploitation license).

The administrative procedures published at item number 02, section A, and items 14 and 16, section D, Appendix I attached to Decision No. 233/QD-TTPVHCC dated February 14, 2026, of the Director of the Hanoi City Public Administrative Service Center are no longer in effect.

This decision takes effect from the date of signing.
