Beyond simply applying technology, initiatives stemming from practical experience are gradually bringing digital transformation closer to the people through concrete actions, creating tangible results in management, administrative reform, and improving the quality of service to citizens.

"MINI APP" - CONVENIENCE ANYTIME, ANYWHERE

To concretize Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and stemming from the need to resolve administrative procedures quickly and conveniently for citizens, on March 24, 2026, the Sa Dec Ward Police Department launched the administrative reform model on Zalo: “Sa Dec Ward Police Department Mini App”.

By simply scanning a QR code or accessing the Sa Dec Ward Police's Zalo page, residents can easily access and use the features on the "Mini App".

With three main components: Social order management, which includes receiving crime reports and denunciations, managing residency, and managing conditional business sectors in the digital environment; administrative reform, which includes guiding and answering questions about online public service procedures, delivering application results, and interacting directly with citizens through the digital environment; and legal education and dissemination, warning about current criminal methods and tactics, all are designed to be intuitive, easy to see, easy to understand, and easy to use.

Mr. Nguyen Van Anh Tuan (Sa Dec ward) said: “I learned about the “Mini App” through public announcements and loudspeakers in my residential area. When a family member reaches the age to get an ID card, I log in with Zalo and use the “Mini App” to register for an appointment. After successfully booking the appointment, on the scheduled day, I take my family member to get it done right away. I find this “Mini App” very effective, helping to reduce waiting time for people. Especially, it's easy to use, even elderly people can use it.”

The effectiveness of the model is clearly demonstrated by concrete figures. After 6 months of implementation, the "Mini App" has attracted nearly 9,000 visits and over 6,500 new registered users.

Through this initiative, the Sa Dec Ward Police received and processed over 2,000 applications for administrative procedures, with nearly 7,000 people accessing the online public service portal and checking traffic fines via the "Mini App"; and received 19 complaints from citizens related to security and order. All complaints were forwarded to the relevant departments of the Ward Police for consultation, advice, and answers regarding security, order, residency, and the resolution of administrative procedures for 680 cases.

Simultaneously, the "Mini App" has also become an effective communication channel, regularly posting news and articles promoting legal awareness, warning about the methods and tactics of various types of crimes, especially high-tech crimes and online fraud, in the form of visually engaging video clips and infographics. These have attracted over 5,000 views, contributing to raising awareness and improving self-prevention, self-management, and self-protection skills within the community.

Based on the benefits offered by the "Mini App," in August 2026, the People's Committee of Sa Dec Ward will implement the "Mini App" installation for 100% of households living in Cau Dinh neighborhood.

This is the first "Digital Neighborhood" model in Sa Dec ward, aiming to promote digital transformation applied to community life, population management, and improve convenience for residents.

CREATING A SPREAD OF IMPACT IN THE COMMUNITY

Digital transformation is gradually becoming a reality in people's lives. In My An Hung commune, the "Digital Literacy Movement" has been concretized through practical and realistic actions, receiving positive support and participation from the people.

The efforts and innovative initiatives at the grassroots level have made a practical contribution to the digital transformation roadmap of the Dong Thap Provincial Police.

The long-term goal that commune-level police are aiming for is not just to meet targets, but more importantly, to strongly spread the "Popular Education Movement" to all segments of the population.

This forms the foundation for building digital citizens, a digital government, and accelerating the digital transformation process right from the grassroots level.

Through the propaganda and mobilization efforts of the local authorities, over the past month, a large number of people have taken the opportunity to visit the commune police station or the offices of the hamlet's People's Committee to receive guidance on installing the VNeID application and integrating their personal documents.

According to Bui Huu Ngan, Vice Chairman of the People's Committee of My An Hung commune: “The People's Committee of the commune directs the commune police to play a core role, proactively advising and organizing implementation; at the same time, mobilizing the participation of various sectors, organizations, hamlets, schools and 17 community digital technology groups in the locality. We have determined the motto of implementation as "Putting the people at the center, using data as the foundation"; not only disseminating information, but also directly guiding and supporting people in carrying out procedures in the electronic environment.”

To ensure that the instructions for installing and using the VNeID application and national public services meet the set requirements, the commune police organize training sessions and awareness campaigns on the benefits of electronic identification accounts and online public services with concise and easy-to-understand content, helping officials and the people clearly understand the importance of digital transformation.

Major Nguyen Van Muoi Hai, Deputy Head of My An Hung Commune Police, shared: “The commune police specifically review each case, assign officers in charge of the area to directly disseminate information and guide people to install and use the VNeID application proficiently; at the same time, coordinate with mass organizations, the Community Digital Technology Team and local forces to implement it. Along with that, we regularly check and promptly resolve difficulties and obstacles.”

Following the motto "Going to every alley, knocking on every door, checking every individual," the commune police and community digital technology teams overcome difficulties to reach residential areas in each hamlet to directly guide each citizen in activating accounts, integrating various documents, and using online public services on smartphones.

Ms. Le Thi Kinh (My An Hung commune) expressed: “The officials are very enthusiastic and proactive, present from early morning until late at night to serve the people, so I encouraged my relatives and neighbors to take advantage of their time to go. Because this is my right and I support the local government's approach to digital transformation.”

In particular, the digital transformation of schools has been given special attention. The commune police coordinated the implementation at 5 high schools and middle schools in the area, directly guiding students in installing and using the application and assisting in integrating personal documents.

In parallel, the commune police also receive approximately 300 applications for Level 2 electronic identity cards and identification cards every day. Despite working continuously from 7 am to 9 pm, the officers and soldiers remain dedicated and attentive in guiding the people.

Thanks to the responsible work ethic of the forces and the unity of the people, My An Hung commune has initially achieved positive results: Nearly 60,000 cases have been newly issued ID cards, guided on how to install and activate level 2 electronic identification accounts; 1,700 students from 38 classes have been directly guided on installing and applying digital platforms for learning and daily life; over 40,000 documents of various types have been successfully integrated into the VNeID application, including: driver's licenses, vehicle registration certificates, health insurance cards, social insurance cards, and social security accounts.
