Positive developments resulting from the implementation of Resolution 57-NQ/TW

The Ham Rong Ward Public Administrative Service Center is promoting the application of information technology in resolving administrative procedures for citizens.

In Ham Rong ward, the vitality of Resolution 57-NQ/TW is clearly evident in all areas, especially in digital transformation . During implementation, the ward focuses on building an e-government system, using data and digital platforms as tools to improve management and operational efficiency. 100% of officials and civil servants have been issued and use digital certificates and official accounts; all documents exchanged between state agencies (except confidential documents) are digitally signed and conducted electronically. The ward also accelerates the completion of land, business, finance, and civil registry databases to provide comprehensive online public services to citizens and businesses. The connection and exploitation of population data and electronic identification are implemented synchronously. To date, Ham Rong ward has issued identity cards to 40% of children under 6 years old, 98% of children from 6 to under 14 years old, and 99% of citizens aged 14 and above. The entire ward has 50,451 people with level 2 electronic identification accounts, reaching 93%.

According to Ms. Le Thi Thanh, Vice Chairman of the People's Committee of Ham Rong Ward: “For each task, the ward specifically identifies the lead unit, coordinating units, responsible person, completion time, and output. Inspection and supervision are maintained regularly, promptly urging and correcting tasks that are behind schedule, while focusing on resolving difficulties and obstacles or compiling and reporting to competent authorities on issues beyond our jurisdiction. Thanks to closely monitoring progress, Ham Rong Ward no longer has any overdue tasks, and all ongoing tasks are completed within the stipulated timeframe.”

In Cam Thuy commune, Resolution 57-NQ/TW is being concretized with specific results in building a digital government, digital economy , and digital society. Currently, the infrastructure serving online meetings has been invested in synchronously, ensuring connectivity from the central government and the province to the commune. The application of digital signatures in state agencies has created a modern working environment, meeting the requirements of a closed-loop digital document signing process in the electronic environment. In handling administrative procedures, the rate of online application submissions in the commune reached 99.45%, online payments reached 99.94%, and document digitization reached 100%...

In the digital economy sector, Cam Thuy commune focuses on supporting business households, cooperatives, and enterprises in bringing OCOP products to e-commerce platforms, promoting cashless payments, managing sales through digital applications, and using electronic invoices. Particularly, the digital social sector is developing synchronously, from education , healthcare, and commerce to public administrative services. The percentage of people with electronic identity verification accounts (VNeID) reached 87.1%; the percentage of households paying electricity bills using cashless methods is 72%; and the percentage of local small and medium-sized enterprises applying digital technology reached 100%. The development of society has changed the way people learn, work, communicate, and access information. This has driven a comprehensive and widespread digital transformation process.

Resolution 57-NQ/TW of the Politburo is a "significant breakthrough" with specific goals and decisive solutions implemented synchronously from the central to local levels. With a proactive spirit, Thanh Hoa has been focusing on key tasks that closely match the province's requirements and realities. Of the 855 targets and tasks currently being implemented, Thanh Hoa has completed 421, many of which are among the best in the country. Notably, as of September 21st, the entire province had synchronized 504,903 land parcels to C12 and 760,295 land parcels with land use right certificates to C06 ( Ministry of Public Security ), making Thanh Hoa a leading province nationwide in integrating land use right certificates into VNeID. As of September 22nd, Thanh Hoa province had integrated 1,853,417 electronic health records, ranking first nationwide in the integration rate based on the number of valid health insurance cards. Thanh Hoa is also the first locality in the country to implement the model of "Registering birth, registering permanent residence, and issuing health insurance cards for children under 6 years old" right at the medical facility.

In the healthcare sector, all 673/673 medical facilities in the province have implemented health insurance-covered ID card-based medical examinations and treatments; 100% of medical facilities meet the conditions for people to pay for medical services using cashless methods. In the education sector, 100% of schools and educational institutions meet the conditions for cashless payments; electronic identity verification has been completed with the National Population Database for all educational levels; 100% of 12th-grade students are provided with ID card-based accounts annually to register for the high school graduation exam and university/college entrance exams online. In the tourism sector, many localities have implemented Smart Travel applications at key tourist areas and destinations; simultaneously digitizing content, providing electronic guides, destination information, and online booking channels...

The achievements in implementing Resolution 57-NQ/TW are creating further impetus for localities and units to innovate their methods, better exploit existing potential and advantages, and create room for new development. The path to realizing Resolution 57-NQ/TW still has much work to be done, but the results achieved will create an important foundation for Thanh Hoa to realize its set goals and tasks.
