46 communes, wards, and special zones are allocated 3 Vice Chairmen of the People's Committee.

The People's Committee of Hai Phong City has issued a decision regarding the number of Vice Chairmen of the People's Committees of communes, wards, and special zones within the city.

For the 67 communes and wards of type II and the Bach Long Vi special zone, 2 Vice Chairmen of the People's Committee at the commune/administrative unit level will be appointed. For the 46 communes, wards, and special zones of type I, 3 Vice Chairmen of the People's Committee at the commune/administrative unit level will be appointed.

Based on the policies and decisions of the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee, the City People's Committee may consider, adjust, and supplement the number of Vice Chairmen of the People's Committees of communes, wards, and special zones to meet task requirements, ensuring that the number does not exceed the prescribed number of Vice Chairmen of the People's Committees at the commune level.

Based on the approved number of Vice Chairmen of the People's Committee at the commune level and the personnel policy of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the Party Committee at the commune level, and the Chairmen of the People's Committees of communes, wards, and special zones, they are responsible for submitting to the People's Council at the same level the election of Vice Chairmen of the People's Committee and organizing the implementation of the procedures for requesting approval of the election results as prescribed.

The City People's Committee assigns the Department of Internal Affairs to advise the City People's Committee on the implementation and guidance of the People's Committees of communes, wards, and special zones on the procedures for electing the position of Vice Chairman of the People's Committee at the commune level according to regulations, and to compile any difficulties and obstacles (if any) and report them to the City People's Committee for consideration and decision.

Of the 46 communes, wards, and special zones of type I that have 3 Deputy Chairmen of the People's Committee, there are 36 wards, 9 communes, and the Cat Hai special zone.

36 wards are allocated 3 Vice Chairmen of the People's Committee, including: Hong Bang, Hong An, Ngo Quyen, Gia Vien, Le Chan, An Bien, Kien An, Phu Lien, Hai An, Dong Hai, Do Son, Duong Kinh, Hung Dao, An Duong, An Hai, An Phong, Thuy Nguyen, Thien Huong, Hoa Binh, Nam Trieu, Bach Dang, Luu Kiem, Le Ich Moc, Hai Duong, Le Thanh Nghi, Viet Hoa, Thanh Dong, Tan Hung, Thach Khoi, Tu Minh, Nhi Chieu, Chu Van An, Chi Linh, Tran Hung Dao, Tran Nhan Tong, and Le Dai Hanh.

Nine communes have been allocated three Vice Chairmen of the People's Committee, including: Kien Thuy, Kien Hai, An Lao, Vinh Bao, Phu Thai, Thanh Mien, Gia Loc, Mao Dien, and Nam Sach.

The remaining 67 communes and wards, and the Bach Long Vi special zone, are allocated two Vice Chairmen of the People's Committee.
