Attending the conference were leaders of Hai Phong city, representatives from various departments, bureaus, institutes and related units under the Ministry of Industry and Trade , the Hai Phong Department of Industry and Trade, relevant departments and agencies, and a large number of Departments of Industry and Trade from provinces and cities in the North.

The conference aims to evaluate the results of 2025 and the first nine months of 2026; exchange experiences, identify difficulties, and agree on tasks and solutions for the remaining months of 2026, and set directions for 2027 and subsequent years.

In 2025 and the first nine months of 2026, the global economic recovery will be uneven; geopolitical conflicts, trade protectionism, technical standards, and fluctuations in energy, raw material, and transportation prices will continue to impact supply chains and export markets. Domestically, the macroeconomic situation remains fundamentally stable; production, exports, investment, and consumption continue to be drivers of growth, but businesses will still face pressure from costs, exchange rates, competition, rules of origin, emission reduction, and trade protection measures.

Regarding internal regional factors, the reorganization of administrative units and the operation of a two-tiered local government system expands development space, facilitates resource restructuring, and strengthens regional linkages; at the same time, it necessitates unified planning, management mechanisms, decentralization, and data. The region has advantages in infrastructure, human resources, border gates, seaports, and industrial centers, but there are disparities in development levels, logistics infrastructure, and business capacity among localities.

Faced with these challenges and opportunities, the industry and trade sectors in localities have proactively addressed difficulties in production, accelerated projects, ensured the supply of energy and goods, supported exports, developed e-commerce, managed markets, reformed administration, and strengthened regional linkages, contributing to the achievement of socio-economic development goals.
