Speaking at the seminar, Deputy Director of the Department of Preschool Education (Ministry of Education and Training) Hoang Thi Dinh said that in the context of restructuring the network of educational institutions, the number of management staff in public schools has decreased, but the workload has increased due to mergers. Therefore, independent school managers should not rely on public schools as before, but need to promote the initiative, role, and responsibility of each position.

From a practical implementation perspective, Ms. Nguyen Thi Lan Phuong, Head of the Preschool Education Department, Tay Ninh Department of Education and Training, informed that the rearrangement and merger of schools in Tay Ninh will take place from mid-August 2026.

“After the restructuring, most schools lack accounting staff, making it difficult to manage records and documents. Meanwhile, the staff and managers of the preschool education department of the Department of Education and Training lack expertise in finance. In this context, it is necessary to promote cooperation between local authorities, the Department of Education and Training, and preschool owners to implement support policies,” a representative from the Tay Ninh Department of Education and Training stated.

In Ho Chi Minh City, Ms. Nguyen Thi Doan Trang, a specialist in the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, shared that the entire city has 3,332 independent private preschools, accounting for 64.52% of the total number of preschools in the area.

In the first six months of 2026, the project organized 10 regular training courses for 204 teachers and childcare providers working at independent private preschools.

Following the training sessions, the team of instructors continued to support teachers at the grassroots level through activities such as classroom observation, guidance on educational planning; building a child-centered educational environment; guidance on making teaching aids, arranging safe and scientifically- designed play areas; and suggesting modern teaching methods.

Ms. Nguyen Thi Doan Trang, a specialist in the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, shared her experience in implementing the program in Ho Chi Minh City.

To date, the project has been implemented in 15 wards and communes, including: Tan Thuan, Tan Thoi Hiep, Tay Thanh, Tan Tao, Binh Tan, Tam Binh, Linh Xuan, and Tang Nhon Phu wards; and Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Tan An Hoi, Cu Chi, and Hiep Phuoc communes.

Regarding the implementation process, a representative from the Ho Chi Minh City Department of Education and Training stated that the teaching staff at independent private preschools is constantly changing, leading to frequent changes in the selection of trainees for training, which affects the effectiveness of the program.

Some institutions are small in scale, with limited facilities, equipment, and learning materials, making it difficult to invest in building an educational environment that meets the necessary conditions. Many institutions are also hesitant to change and have not collaborated effectively with the presenters.

Furthermore, representatives from wards and communes stated that teachers at independent and private preschools find it difficult to schedule training due to a shortage of teachers at childcare facilities; some presenters did not continue participating in the project because they were former administrators who returned to teaching positions after mergers…

The project "Supporting the improvement of the quality of care, nurturing, and education of preschool children in areas with industrial parks and clusters" (abbreviated as the OneSky project) is being implemented by the Ministry of Education and Training in coordination with OneSky (an international non-governmental organization specializing in supporting preschool care and education) from August 2025 in three localities: Ho Chi Minh City, Tay Ninh province, and Bac Ninh province, with a total non-refundable grant of VND 34.47 billion (equivalent to USD 1.47 million).

Besides investing in infrastructure, the project focuses on training activities for teachers in independent private preschools on early childhood education programs, childcare and education methods, presentation skills, communication skills, negotiation skills, planning and monitoring methods, etc.

Ms. Vo Thi Hien, Country Director of the OneSky project in Vietnam, assessed that after more than a year of implementation, the project has helped teachers in independent private preschools change their awareness, attitudes, working methods, skills, and knowledge. The activities are not just about training; through training, they build a preschool education community comprising management staff, teachers, representatives from ward/commune People's Committees, and specialized agencies, aiming towards the common goal of improving the quality of care, nurturing, and education for preschool children in areas with industrial parks and clusters.
