
The Vinh - Thanh Thuy Expressway Construction Investment Project has a total length of over 60 km. To date, Component 1 is focusing on implementing three construction packages, XL01, XL02, and XL03, with a total length of nearly 50 km. The cumulative disbursement for construction in Component 1 has reached 69.7% of the planned capital.

At package XL01 (section Km0 - Km6+300), constructed by the joint venture of Deo Ca Group and Delta, the units are deploying 15 construction teams on site, including 7 road sections, 6 bridge sections, and 2 tunnel sections. Of these, the Dai Hue bridge project has completed 111 out of a total of 533 bored piles; the Dai Hue tunnel project officially opened the western tunnel entrance on September 24th and is currently erecting the steel frame for the tunnel ceiling.

Despite numerous efforts, some items under package XL01 are still behind schedule. Based on a review of the progress schedule, clarification of critical path segments, and compensation plans for construction delays, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the investor and contractor to revise the critical path, focusing resources on each item to complete the package by the first quarter of 2028. Specifically, the critical path for the Dai Hue bridge is identified as the girder casting and girder casting materials, requiring completion by January 2028; for the Dai Hue tunnel, the tunnel lining concrete must be completed by December 2027.

For package XL02 (Km6+300 - Km31+125), the volume of work is very large, including 16 bridges along the route, over 4.2 million m³ of excavation and over 5 million m³ of embankment. To date, land handover has reached 87.57%. On the site, the consortium of contractors led by Son Hai Group is concentrating machinery and deploying multiple construction fronts.

According to the assigned schedule, package XL02 must be completed in the second quarter of 2028. However, to prepare for potential problems, the Vice Chairman of the Provincial People's Committee requested the investor and the consortium of contractors to focus on constructing critical sections to essentially complete the project in the first quarter of 2028. Initially, focus on definitively addressing the weak soil sections; in October 2026, all bridge components must simultaneously undergo pile drilling; and the roadbed must be completed in one lane by the end of November.

For package XL03 (Km31+125 - Km50+170), the consortium of contractors led by CIENCO4 Group, Tan Nam Company, and Company 492 has completed the construction of temporary shelters and field laboratories and is currently assembling machinery. The biggest difficulty for package XL03 is that only 53.57% of the land has been cleared, with nearly 9 km remaining obstructed by forest land and residential land in Kim Bang commune.
To expedite progress, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that by October 15th, all contractors must simultaneously begin drilling for the bridge components. The Traffic Project Management Board must proactively work to secure land for pile drilling at locations where land clearance has not yet been completed.
In addition, it is requested that the Department of Construction and relevant agencies verify the actual capacity of contractors currently undertaking multiple contracts simultaneously; those units that fail to meet the committed requirements regarding manpower and equipment will be held accountable to the investor and the province.

For the remaining packages, packages XL04 and XL05 have already had their contractors selected, and the units are preparing materials and equipment to begin construction in October 2026 and are determined to complete it by October 2028. Package XL06, for equipment, is expected to have its approval and contractor selection process completed in October 2026.

Regarding general construction contracts, the Vice Chairman of the Provincial People's Committee requested that investors, contractors, and supervisory consultants pay special attention to construction safety; take advantage of favorable weather conditions to accelerate progress; and implement effective connection solutions at earthworks adjacent to bridges and culverts to ensure a smooth road surface when put into operation.


Regarding the construction of resettlement infrastructure, after inspecting and assessing the situation in Nam Dan and Hoa Quan communes, the Vice Chairman of the Provincial People's Committee requested the investor to direct the contractor to increase shifts, quickly resolve technical obstacles, and complete all technical infrastructure by October 2026 to hand over land to the people.
Regarding the 19 households in Nam Dan commune who have not yet agreed on the land compensation plan despite the full application of policies and numerous dialogues, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the local authorities to urgently complete the dossiers to organize the forced land reclamation definitively from October 14, 2026, determined to ensure the overall progress of the entire project.
