Held from September 28th to October 3rd at the Vu Van Hieu Political School, the two training courses had 106 participants. Of these, the course for Chairpersons and Vice-Chairpersons of People's Councils at the commune level had 50 participants; the course for Chairpersons and Vice-Chairpersons of People's Committees at the commune, ward, and special zone levels had 56 participants. Each course completed a program consisting of 8 thematic modules and 2 days of field study.
The training content closely follows the requirements for performing tasks within the two-tiered local government model, focusing on updating new issues and clarifying the functions, tasks, and authority of the People's Councils and People's Committees at the commune level. For the People's Council training course, the topics emphasize innovative thinking and leadership/management vision; improving decision-making and oversight skills in socio-economic development; monitoring the fields of finance, investment, land, resources, and environment; and preventing, detecting, and handling corruption, waste, and negative practices in oversight activities.
For the People's Committee training course, the program focuses on planning and implementing public policies; managing decentralization, delegation of power, and delineation of authority; planning, allocating, managing, and utilizing resources; and improving the effectiveness and efficiency of management and administration at the local level. Participants also receive training in modern local governance, digital competency frameworks, building a digital government, and enhancing coordination between the government and Party committees, the Fatherland Front, and other socio-political organizations.
The topics are delivered by lecturers with in-depth knowledge and teaching experience from the Ho Chi Minh National Academy of Politics, combining theoretical exchange with discussions of practical issues. During the program, the People's Council class conducted field research in Hai Phong City; the People's Committee class conducted field research in Nam Hoa Lu ward, Ninh Binh province, exchanging experiences to supplement knowledge for local work.
Through surveys, trainees highly appreciated the practicality of the program, especially the content related to monitoring, management, and operation activities, as well as the requirements for digital transformation at the commune level. At the end of the course, 100% of trainees completed their assignments, were graded and evaluated according to regulations, and received certificates of completion. The knowledge and skills acquired serve as a foundation for officials to apply in solving practical problems, improving the quality of local government operations, and meeting the demands of the new era.
