The Ministry of Education and Training is reviewing, updating, supplementing, and adjusting the 2018 General Education Program in accordance with the directives of the Politburo, the General Secretary, the Government, and the Prime Minister. The Ministry has established research groups and gathered opinions from experts, scientists, administrators, teachers, and other relevant stakeholders before finalizing the content for submission to competent authorities for consideration and decision.

After the program is reviewed, the Ministry will finalize the textbooks, ensuring they retain relevant content, incorporate new requirements, and maintain the stability of the teaching and learning process.

"This revision is not about rebuilding the curriculum and textbooks from scratch," Mr. Tai said, explaining that the approach involves reviewing the content currently being implemented to supplement and adjust it according to the new requirements in Resolution 71-NQ/TW and directives from competent authorities.

According to him, this approach aims to meet the demand for innovation while minimizing disruption to schools, teachers, students, and parents.

The textbook finalization process is based on the set of textbooks that have been decided for unified use nationwide, following a roadmap starting from the 2028-2029 school year.

Notice 494/TB-VPCP assigns the Ministry of Education and Training to develop a plan, assign tasks, and create a specific roadmap to complete the set of general education textbooks for unified use nationwide.

Reduce academic content, increase practical content.

As requested by the Prime Minister, the review and improvement of textbooks must be consistent with the characteristics, conditions, and socio -economic development levels of different regions; meet the practical needs of teaching and learning; and avoid including too much specialized or unnecessary knowledge in the mandatory curriculum for secondary education.

The goal is to contribute to reducing the pressure of teaching, exams, and admissions.

Based on that, the Ministry will continue to review and reduce redundant, overly theoretical, or highly specialized content, while increasing the practicality and accessibility of textbooks, in accordance with the actual teaching conditions in each region.

A key focus is placed on strengthening moral education, character development, patriotism, a sense of responsibility, and a desire to contribute. Content on history, culture, national traditions, historical figures, and revolutionary predecessors is also updated to suit the curriculum requirements and the age characteristics of the students.

This process will continue to be carried out in an open-minded manner, listening to the opinions of teachers, students, parents, experts, scientists , administrators, and those directly involved in teaching.

The Ministry's research teams have been soliciting feedback during the review of the general education curriculum. Appropriate feedback will be studied and incorporated into the finalization process as per regulations.

Textbook copyright belongs to the State.

Along with adjusting the content, the Ministry of Education and Training will implement tasks related to the compilation, publication, distribution, and supply of textbooks as directed by the Prime Minister .

According to Announcement 494/TB-VPCP, textbook copyrights are defined as state property. The Ministry of Education and Training directs the compilation process, is responsible for the content, and holds the copyright; it is also researching options for distributing textbooks free of charge to students according to a roadmap.

These are the contents that the Ministry will continue to research and implement in accordance with the directives, authority, and legal regulations. Implementation will not proceed before the necessary conditions and regulations are fully finalized.

The Ministry will also review the methods of publishing and supplying textbooks, research ways to reduce intermediaries, increase the proactive role of localities, and diversify supply channels to suit local realities.

Furthermore, the education sector's database will continue to be improved, and research will be conducted to connect it with the population database to more accurately determine textbook needs by grade level, class, and educational institution. This will enable the sector to improve the quality of forecasting, coordination, and distribution of textbooks.

According to Mr. Tai, the overarching principle is to inherit relevant content, update it to meet new requirements, ensure stability, and minimize unnecessary disruptions in the teaching and learning process.

The curriculum and textbooks will be reviewed and improved according to a roadmap, through steps of research, consultation, refinement, evaluation, and promulgation in accordance with regulations.

The goal is to further strengthen general education, helping students access quality programs, develop comprehensive qualities and competencies, and create conditions for schools, teachers, and students to maintain stable, substantive, and effective teaching and learning.
