In his address at the Congress, General Secretary and President To Lam expressed his agreement with the directions, goals, and action programs set forth by the Congress; clearly demonstrating the spirit of unity, loyalty, exemplary conduct, innovation, development, and continued promotion of the revolutionary nature of the police force, successfully fulfilling the tasks assigned by the Party, State, and the Fatherland Front, and serving as the core force in the nationwide movement to protect national security.

The General Secretary and President emphasized that, in the context of a rapidly changing world and the explosive development of science and technology, new forms of security breaches and new types of crimes are emerging, increasing unprecedented pressure and challenges to the cause of national construction and defense.

Domestically, as the country develops, the challenges to security and order increase, and the need to strengthen ideology becomes higher in order to achieve the defined strategic goals. Fostering patriotism, creating consensus among the people, protecting and consolidating the people's support, and developing the people's resources are key and decisive factors in accomplishing these goals and tasks.

From there, the General Secretary and President suggested some key directions for the Association's work in the new term.

First and foremost, the Association of Former Public Security Officers at all levels must truly be a common home that fosters camaraderie and solidarity among former police officers and those who have contributed to the cause of protecting security and order; it must be a bridge connecting the police force, local Party committees and authorities, and the Fatherland Front to actively coordinate and support, so that the associations at all levels truly serve as a pillar of support for members, especially during difficult times; and it must continue to vigorously implement activities that affirm the imprint and identity of the revolutionary police officer and the heroic Vietnamese Public Security force in all fields.

For tasks assigned by Party committees, government, the Fatherland Front, and the police force, all levels of associations and their members must clearly demonstrate the exemplary and leading spirit of the police force to organize and implement them with the highest possible results and complete them as quickly as possible.

The association must truly become the core force of the nationwide movement to protect national security in the area, building on the achievements already made and actively participating in local activities.

Continue reviewing and evaluating models and movements for nationwide security protection to coordinate and replicate practical and effective movements. Members of the Association of Former Public Security Officers must clearly demonstrate their role and contribute to coordinating with the police force to manage security and order at the grassroots level. At the same time, organize practical activities to promote the role of the Association of Former Public Security Officers in educating the younger generation about patriotic traditions, Vietnamese revolutionary heroism, and the traditions of the People's Public Security Force. Focus on building a politically strong and modern Association of Former Public Security Officers, capable of fulfilling all tasks assigned by the Party, the State, and the people.

The General Secretary and President welcomed the Ministry of Public Security's timely issuance of Directive No. 08 on Coordination Regulations 02 to facilitate the activities of the Association of Former Public Security Officers, ensuring that the Association receives attention and support in its development and operation at all levels, while also proactively mobilizing and promoting the role and contributions of former public security officers in mass mobilization work, building the nationwide movement to protect national security, and building a revolutionary, professional, elite, and modern public security force.

The General Secretary and President requested that each member of the Association of Former Public Security Officers continuously cultivate and promote the revolutionary nature of a police officer, proactively and actively study and practice Ho Chi Minh's ideology, ethics, and style, and the Six Teachings of Uncle Ho to the Public Security Officers, truly serving as a shining example in their place of residence for younger generations of police officers, the youth, and the entire population to learn from and emulate.

Contributing to building and strengthening the Association of Former Public Security Officers at all levels, making it truly a "common home" of camaraderie and affection.

Expressing his pleasure at attending the Second National Congress of the Vietnam Association of Former Public Security Officers, term 2026-2031, on behalf of the Central Public Security Party Committee and the Ministry of Public Security, General Luong Tam Quang, Member of the Political Bureau and Minister of Public Security, congratulated the Congress and respectfully thanked General Secretary and President To Lam for attending the Congress and delivering an important guiding speech.

"This is not only a joy, an honor, and a source of pride for generations of former police officers, but also a shared joy and pride for the entire People's Police Force," Minister Luong Tam Quang affirmed.

Minister Luong Tam Quang stated that, deeply imbued with the principle of "drinking water, remember the source," and "eating fruit, remember the one who planted the tree," and continuing the glorious tradition built by the Ministers of Public Security throughout the years, especially Comrade To Lam, with new thinking and a breakthrough vision on promoting the role of former police officers in the cause of protecting national security and order, building and defending the Fatherland, from the establishment of the Vietnam Association of Former Police Officers to the present, in the 2023-2026 term, the Central Party Committee of Public Security and the Ministry of Public Security have directed the Public Security units and localities to decisively implement tasks of coordination and support, contributing to building and consolidating the Association of Former Police Officers at all levels to truly be a "common home" of affection for retired police leaders and officers, bringing the activities of the associations at all levels of former police officers to increasingly orderly and effective, making practical contributions to the glorious revolutionary cause of the Party.

Overview of the Congress

The Ministry of Public Security respectfully acknowledges and immediately implements the directives of the General Secretary and President to the Congress. It will continue to direct police forces at all levels to seriously and effectively implement the issued documents; proactively coordinate the review and adjustment of the association's activities to ensure that all levels implement the policies set forth by the 14th National Congress regarding former police officers; and coordinate with the Central Committee of the Vietnam Fatherland Front to promptly research and propose to the Government mechanisms and policies for the activities of the Association of Former Police Officers, an association entrusted with tasks by the Party and the State.

On behalf of the Vietnam Association of Former Public Security Officers, Senior General Le Quy Vuong, Chairman of the Association, respectfully thanked General Secretary and President To Lam for attending, delivering an important speech at the Congress, and presenting the Association of Former Public Security Officers with a statue of President Ho Chi Minh. This also serves as a reminder to the Association of Former Public Security Officers and each former officer and member to remember and diligently implement the Six Teachings of President Ho Chi Minh for the Public Security Forces throughout their lives.

“Aware of our responsibilities, we sincerely accept the directives and instructions from the General Secretary and President. These are also the fundamental and central orientations throughout the activities of the Vietnam Association of Former Public Security Officers in the 2026-2031 term,” emphasized Lieutenant General Le Quy Vuong.

General Le Quy Vuong also respectfully acknowledged the directives and instructions from Minister Luong Tam Quang, and on behalf of the Central Party Committee of Public Security and the Ministry of Public Security, assigned tasks to the Congress.

Immediately after the Congress, the Vietnam Association of Former Public Security Officers and its branches at all levels will demonstrate high determination, set forth specific programs, and create strong changes through action and effective operation, especially in maintaining grassroots organizations, striving to excellently fulfill the tasks assigned by the Party, the State, the Ministry of Public Security, and the Vietnam Fatherland Front.
