Here, many reporters asked questions related to the incident where the 1,000-seat stadium in Ea Drăng commune cracked and collapsed.
The feasibility study report for the Ea H'Leo (formerly) District Cultural Center project, specifically the gymnasium and other technical infrastructure, was approved by the District People's Committee in December 2023.
The project includes a 1,000-seat arena, a pump house, and other auxiliary facilities, with a total investment of 25 billion VND, of which the construction contract is worth over 22 billion VND. Construction is scheduled to begin in January 2025 and is expected to be completed in September 2026.
On July 24th, while construction was temporarily halted due to weather conditions, the reinforced concrete beam and slab structure of the roof at axis 1, section AK, unexpectedly cracked, posing a safety risk.
A portion of the building's structure was damaged and had to be dismantled for repairs. Following the incident, construction was temporarily halted, and the relevant units coordinated to inspect the site.
The investor, the Buon Ho Investment and Construction Project Management Board, then organized the dismantling of the affected components.
Subsequently, the People's Committee of Ea Drăng commune submitted a report to the Center for Construction Quality Inspection and Assessment (under the Department of Construction) requesting an investigation into the cause of the incident, quality inspection, and appraisal of the project's design documents.
Based on the two reports from the Center, Mr. Huynh Van Dai, Vice Chairman of the People's Committee of Ea Drang commune, stated some of the causes.
Based on the inspection results, the construction quality at the inspected locations showed that some aspects did not meet the requirements of the design documents. For example, the concrete strength in many locations did not meet the requirements of the approved design. Some structural components had dimensional deviations compared to the approved design documents.
The inspection results only reflect the quality and current condition at the locations and areas inspected; therefore, they are not sufficient to assess or conclude on the quality and extent of the impact on the entire structure.

Regarding the incident at the CS-Dm.6 junction, the site inspection results showed the absence of core-bundled stirrups in the fixed junction area as required by TCVN 5574:2018 standard, severely reducing the shear capacity and the restraining effect on the lateral expansion of the concrete in the column head area under the overturning moment from the protruding cantilever beam.
Mr. Dai informed that the commune had requested the investor to urgently coordinate with a qualified and experienced consulting unit to review all inspection results and determine the scope and extent of the incident's impact.
"We are inspecting and evaluating all design areas to identify and propose solutions for remediation. We are also requesting a review of all documents to clarify the causes and responsibilities of the organizations and individuals involved in the construction process," Mr. Dai said.
Investigating allegations that teachers are required to deduct 15% of their allowance for teaching students with disabilities.
At the press conference, Mr. Nguyen Huu Luat, Vice Chairman of the People's Committee of Thanh Nhat Ward, provided information on the verification process of the complaint from teachers at Ngo Gia Tu Primary School regarding the 12-15% allowance for teaching students with disabilities.
Previously, the press reported that some teachers at this school had filed complaints alleging they were required to deduct 12-15% of their allowance for teaching students with disabilities and transfer it to the school via bank transfer.
The school's leadership explained that when teachers received their allowances, some offered gifts, but the school leadership refused them. Later, the teachers bought fruit to share at school. Subsequently, some teachers discussed and agreed to contribute a portion of their allowances to organize a collective celebration or fund school outings.
After news of the school merger broke, this money was returned to the teachers.
According to Mr. Luat, after receiving the complaint, the People's Committee of Thanh Nhat Ward established a verification team to work with the individuals involved to clarify the content of the complaint.
Upon investigation, the verification team noted documents showing several money transfers from teachers' accounts to the accounts of several individuals. These funds were then transferred back to the school's accountant.
He stated that the nature, purpose, and basis of the money transfer; whether the transfer was voluntary or required/coerced; as well as the process of receiving, managing, using, and the responsibilities of the individuals and organizations involved are still being examined and clarified.
At the time the verification team was working, 28 out of 29 teachers reported having received a total refund of over 92 million VND.
Mr. Luat stated that these figures were from the time the verification team was working, and not yet the final conclusion. According to the plan, the Ward People's Committee will complete the handling of the complaint before October 21st and issue a conclusion as prescribed.
