Energetic, enthusiastic, and responsible in her work, after retirement, Ms. Nguyen Thi Xuan was trusted by the Party members of Ben Pha village branch, Gia Phu commune, to be elected as the Branch Secretary. For her, taking on this new role is both an honor and a responsibility to the collective and the people of the village.
According to Ms. Xuan, to successfully complete assigned tasks, the Party branch secretary must first and foremost be a unifying force, setting an example and taking the lead in all work, thereby building high consensus within the Party branch and among the people. "The secretary must be attentive, listen to the opinions of Party members and the people, and ensure that words are matched by actions in order to build trust and consensus," Ms. Xuan shared.
Drawing on her years of professional experience, upon assuming the position of Party branch secretary, Ms. Xuan immediately reviewed, consolidated, and digitized the branch's documentation system, ensuring its uniformity, completeness, and scientific accuracy . Simultaneously, she proactively worked with the Party branch committee to innovate the content and methods of meetings, selecting practical issues relevant to the village's actual situation for discussion and resolution.
In each meeting, the role of the branch leader is clearly demonstrated. The Secretary suggests key issues for party members to contribute their opinions, while also managing, summarizing, and concluding the discussion, providing a basis for the branch to vote and issue a resolution. After the resolution is passed, the branch committee assigns specific tasks to each party member and affiliated organizations; the implementation process is regularly monitored and evaluated to promptly address difficulties and ensure the set deadlines are met.
This approach has contributed to improving the quality of the Ben Pha village Party branch's activities. For many consecutive years, the branch has been recognized for outstanding performance. Under the leadership of the branch, the people recently unanimously contributed labor and funds to pour concrete for 450 m² of the cultural center's courtyard and build a 1.5 km long flagpole road. Notably, since the beginning of the year, the branch has admitted 5 new Party members, contributing to supplementing the force and strengthening the Party organization at the grassroots level.
The experience of the Ben Pha village Party branch shows that when the head of the Party branch is reputable, responsible, employs scientific working methods, and knows how to promote democracy, the strength of the Party organization will be enhanced, building and consolidating trust among the people. This also forms the basis for the Party's policies and resolutions to be concretized into practical and effective actions in the residential area.
Not only in Ben Pha, but the team of village Party branch secretaries in Gia Phu commune are all playing their roles, upholding responsibility, and setting a good example for the common good. With 24 village Party branches, the commune Party Committee pays special attention to selecting and appointing Party members with strong political qualities; high prestige, a strong sense of responsibility, and a thorough understanding of the local area; and the ability to mobilize and unite the masses to assume the position of secretary. Along with the requirements for qualities and capabilities, the team of village Party branch secretaries is becoming increasingly younger. Of the 24 village Party branch secretaries, only 4 are over 65 years old, a decrease of 11 compared to before the reorganization. The number of secretaries with less than high school education is 12, a decrease of 15 compared to before the reorganization.
Furthermore, from 2025 to the present, the Gia Phu Commune Party Committee has organized three training conferences on professional skills for the executive committees of its subordinate Party branches. Simultaneously, it has sent grassroots Party committee members to participate in training courses organized by the Bao Thang Commune Political Center and the Provincial Political School. The training content focuses on knowledge, skills, and professional skills in grassroots Party building work, such as: drafting resolutions; conducting Party branch meetings; understanding the ideological situation; propagating and mobilizing the people; and resolving issues arising in practical life. In particular, the "Excellent Party Branch Secretary" competition in 2026, which was recently successfully held, created a practical forum for Party branch secretaries to exchange experiences, learn from each other, and share best practices and effective models in leadership, guidance, and task implementation in the villages.
Comrade Le Quoc Phu, Head of the Party Building Committee of Gia Phu Commune Party Committee, said: "Improving the quality of Party branch secretaries must be linked to improving the quality of Party branch meetings. Therefore, the commune directs Party branches to innovate the content of their meetings in a practical, concise manner, closely aligned with political tasks and issues of concern to the people. Party branch resolutions must be specific, clearly defining the person, the task, the time, and the responsibility for implementation, avoiding vague resolutions lacking solutions and accountability."
To strengthen leadership and guidance from higher levels for residential area Party branches, the commune Party Committee assigns members of the Standing Committee and the Executive Committee of the commune Party Committee to oversee and monitor the activities of the Party branches. This also serves as a channel for the commune Party Committee to grasp the situation, provide timely guidance, and resolve difficulties and obstacles in the process of carrying out the tasks of the village Party branches. Along with this, the commune always pays attention to encouraging, recognizing, and creating favorable conditions in terms of policies and working environment so that the team of grassroots Party branch secretaries can work with peace of mind.
By synchronizing various solutions, the Gia Phu Commune Party Committee is gradually building a team of village Party branch secretaries who are truly leading "nucleuses" at the grassroots level. This will be an important force contributing to improving the leadership capacity and fighting strength of grassroots Party organizations, consolidating the people's trust, creating a combined strength and new impetus, ensuring that localities perform their functions and tasks with the highest possible results.
