Also attending were leaders of departments, divisions, and functional units under the Ministry of Culture, Sports and Tourism, along with members of the delegation of officials and leaders from the Russian Federation.

In his opening remarks, Deputy Minister of Culture, Sports and Tourism Ta Quang Dong emphasized that culture is where the values of each nation are formed, preserved, and transmitted. For Vietnam, these are values nurtured over thousands of years of history with patriotism, solidarity, compassion, loyalty, diligence, and creativity.
In today's era, the formation and dissemination of cultural values are taking on new forms. Film, music , performing arts, cultural industries, digital media, and online platforms are rapidly expanding their ability to bring culture to the public, especially the younger generation.
Vietnam highly values Russian culture with its outstanding achievements in literature, music, film, art, and education . Many generations of Vietnamese people have known and deeply cherished Russian culture. This is a valuable foundation for us to continue promoting exchanges and cooperation.

In the realm of sports, this is also a field with a special power of connection. Sports are not only about achievement but also about spreading universal values such as willpower, discipline, teamwork , fairness, respect for opponents, and the aspiration to excel.
Vietnam wishes to strengthen cooperation with Russia in training athletes and coaches, exchanging experts, sports science and medicine, high-performance sports, youth sports, and mass sports. Sports competitions and exchanges should also be considered an important channel for young people of both countries to enhance understanding and friendship.


On this occasion, the Deputy Minister also expressed his pleasure to note that in recent times, cooperation in culture, sports, and tourism between Vietnam and Russia has always been a highlight in the relations between the two countries, recognized and highly appreciated by high-ranking leaders of both countries.
In the cultural field, the Vietnamese Ministry of Culture, Sports and Tourism and the Russian Ministry of Culture have signed and implemented cooperation programs in stages. Each year, dozens of cultural and artistic events, from art performances and exhibitions to films, are organized in both countries.
In particular, the 2025 Vietnam Cultural Festival in Russia at Red Square attracted over 1 million visitors. In 2027, the two sides will cooperate in organizing the Russian Cultural Season in Vietnam.


In the field of sports , the Vietnamese Ministry of Culture, Sports and Tourism and the Russian Federation's Ministry of Sports signed and implemented a sports cooperation agreement.
Vietnam has actively supported and participated in the Future Games sports innovation project and the international Physital movement , based on the principle of combining esports with traditional sports. The Vietnamese esports team won the championship in the digital physical basketball category.
In the tourism sector, based on the implementation of the Memorandum of Understanding between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Economic Development of the Russian Federation, for the first time in the history of bilateral relations, Vietnam welcomed more than 1 million Russian tourists in the first 8 months of 2026, an increase of 165.7% compared to the same period in 2025; making Russia the third-largest source of tourists to Vietnam.




Building on the achievements of previous cooperation, Deputy Minister Ta Quang Dong suggested that in the coming period, both sides should focus on several cooperation directions. In particular, Vietnam-Russia cultural cooperation in the coming period should shift strongly from mere exchange and introduction to joint creation, joint production, and joint promotion of cultural products.
Both sides need to create more opportunities for the younger generations of the two countries to meet, create, and interact directly, as they are the force that will continue and develop Vietnam-Russia relations in the future.
At the same time, we should strengthen cooperation in the cultural and digital content industries, especially film, music, performing arts, and creative products for young people.


Strengthen cooperation in human resource training, expand exchanges of artists, researchers, students, athletes, and coaches.
In addition, both sides need to promote cultural, sports, and tourism connections, thereby both promoting the image of their respective countries and creating more opportunities for the people of both countries to directly learn about each other's culture and people.
The Deputy Minister expressed confidence that, building on the foundation of traditional friendship and the comprehensive strategic partnership between Vietnam and the Russian Federation, along with the determination of agencies, organizations, and people of both countries, Vietnam-Russia cooperation in culture, sports, and tourism will continue to develop in a comprehensive, substantive, and effective manner, contributing to strengthening understanding, trust, and friendship between the two nations.
During the exchange, leaders of units under the Ministry of Culture, Sports and Tourism informed the Russian side about Vietnam's state management in the field of culture, sports and tourism; and also proposed solutions to strengthen cooperation in the three areas in the coming time.

Delegates assessed that the Russian Federation is a country with a rich history and brilliant cultural traditions; possessing a developed system of science and technology, film, art, and literature. Based on the comprehensive strategic partnership between Vietnam and the Russian Federation, which has a tradition of deep friendship, there is much room for cooperation between the two sides.
According to Le Minh Tuan, Deputy Director of the Department of Cultural Industry and Copyright, Vietnam is in the process of drafting a Law on the Development of the Cultural Industry to be submitted to the National Assembly for approval soon.
Furthermore, Vietnam's cultural industry development policy focuses on several key areas: preserving and promoting Vietnamese cultural identity, ensuring that cultural values are appropriately and sustainably transformed into development resources; unleashing creativity and mobilizing resources, especially from businesses, citizens, artists, artisans, experts, creators, and the community; developing markets and enhancing international competitiveness, enabling Vietnamese cultural industry products, services, and brands to participate more deeply in regional and global markets.

Proposing cooperation in the field of sports, Deputy Director of the Vietnam Department of Physical Education and Sports Nguyen Hong Minh expressed his desire for Russia to enhance the sharing of experience in organizing large-scale international sporting events; experience in applying technology in management, operation and organization of competitions, and modern sports management.
In addition, it is necessary to promote cooperation between sports training and coaching facilities of the two countries; exchange experts, coaches, and athletes; strengthen coordination in mass sports activities, school sports, and develop the strong sports of each country.
During the meeting, delegates from the Russian Federation's delegation of officials and leaders asked many questions, expressing their interest in Vietnam's state management and outstanding activities in the field of culture, sports, and tourism.
