On the morning of October 3rd, Prime Minister Le Minh Hung chaired the regular Government meeting for September 2026 and the Government-locality online conference, held in person at the Government headquarters, connecting online with the locations of ministries, agencies, and 34 provinces and cities nationwide.

Attending the session were members of the Politburo , members of the Secretariat, members of the Central Committee of the Party; Deputy Prime Ministers, Ministers, Heads of Departments, Secretaries of City and Provincial Party Committees, leaders of Ministries, central agencies and localities.

In his opening remarks, Prime Minister Le Minh Hung stated that after nine months of 2026, the global and regional situation continues to be complex and unpredictable, with developments exceeding forecasts, directly and strongly impacting Vietnam's socio-economic development goals, especially the double-digit growth target and macroeconomic stability. Prolonged conflicts in some regions strongly affect oil prices and energy supply, disrupting supply chains, particularly international transport, and putting pressure on production, exports, prices, and macroeconomic stability. Tariff policies and monetary policy adjustments by economies, especially major economies, also impact global growth and increase inflationary pressure.

Domestically, we are vigorously implementing the Resolutions and Conclusions of the Central Committee, the Politburo, and the Secretariat, as well as the directives of the General Secretary, the President , and other key leaders, with very high requirements demanding great determination and effort from ministries, sectors, and localities.

Over the past period, the Government and the Prime Minister have directed all levels, sectors, and localities to implement many tasks and solutions in a coordinated manner, focusing on perfecting institutions, reducing administrative procedures, unlocking resources, and fostering development; submitting to competent authorities and issuing documents to create a complete, synchronized, and transparent legal framework, addressing bottlenecks and leveraging resources for development.

In addition, the Government is focusing on solutions to promote growth while maintaining macroeconomic stability and controlling inflation; boosting domestic production, implementing tax and fee exemption and reduction policies, addressing requests from the business community, especially small and medium-sized enterprises; and implementing solutions to ensure energy, electricity, and petroleum security.

The government is also accelerating the improvement of the organizational structure of government at the central and local levels, enhancing implementation capacity at the grassroots level; speeding up the disbursement of public investment capital, developing synchronous infrastructure, and resolving difficult and long-standing projects; focusing on developing science, technology, innovation, and digital transformation, contributing to improving the productivity and competitiveness of the economy. At the same time, socio-cultural work, ensuring social security, and improving people's lives continue to receive attention; maintaining political and social stability, strengthening national defense and security, and enhancing foreign relations and international integration.

Reviewing the tasks for the last three months of the year, the Prime Minister requested ministries, sectors, and localities to focus on specifically assessing the situation, clearly identifying remaining difficulties and obstacles, and proposing concrete and feasible solutions; at the same time, clearly defining the determination, roadmap, and tasks to achieve the goals for the fourth quarter and the whole year of 2026.

Regarding leadership and management, the Prime Minister requested an assessment of the implementation of policies and directives from the Central Committee, the National Assembly, the Government, and the Prime Minister; clarifying existing shortcomings, limitations, causes, and the groups of tasks and solutions that need to be implemented in the remaining time of the year. In particular, the Prime Minister requested an evaluation of the leadership, direction, and implementation methods over the past nine months, identifying new points and issues that need to be learned from to improve the effectiveness of implementation in the fourth quarter.

Regarding the growth results for the first nine months, the Prime Minister noted the need for a detailed analysis of the sectors, fields, and localities that have driven growth, in order to continue promoting them; and at the same time, clarify the sectors and localities that have experienced lower-than-expected growth, impacting the overall results, thereby identifying the driving forces that need to be further exploited in the fourth quarter and the whole year.

For localities that are leading engines and growth poles, the Prime Minister emphasized the need to leverage their potential, resource scale, and specific mechanisms in proportion to their capabilities; clearly identify resources and implementation solutions to create further growth momentum in the remaining months of the year.

Local authorities need to focus on solutions that can be implemented immediately to promote production, investment, consumption, exports, disbursement of public investment, attract and promote private and foreign investment; and definitively resolve outstanding and problematic projects.

Regarding the main drivers of growth in the fourth quarter, the Prime Minister directed that discussions focus on solutions to create stronger transformations in industrial production, construction, and exports; identify major projects that need to be accelerated, and projects that can be completed early for use; identify export markets with potential for expansion and solutions to stimulate domestic purchasing power; and at the same time, link promoting growth with the continued implementation of solutions to stabilize the macroeconomy, control inflation, and ensure the major balances of the economy.

Regarding the responsibility for implementation, this is a very important aspect. The Prime Minister requested that from now until the end of the year, each Ministry, sector, and locality should specifically identify the important tasks to be completed each month; clearly define the output results, and identify which agency, individual, or group is responsible for leading and directing the implementation.

According to the program, the Conference will focus on discussing issues related to the socio-economic situation in September and the third quarter of 2026, the allocation and disbursement of public investment capital, the implementation of national target programs; the direction and management of the Government and the Prime Minister; and key tasks that need to be focused on in the coming period.
