From cultural strength to the strength of the Party organization - A concrete manifestation of Resolution 80-NQ/TW in the Lam Dong Provincial Police.

Culture truly becomes a force only when positive values ​​are transformed into the awareness, behavior, and capacity for action of each individual and organization. Inspired by the spirit of Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, the Lam Dong Provincial Police Party Committee is gradually integrating culture into the depth of Party building and force building: from discipline, conduct, and exemplary behavior to serving the people; from the physical to the digital space. This demonstrates a noteworthy approach: building culture is also about strengthening the internal power of the Party organization.

When culture is placed at the center of development

There are values ​​that create strength through tangible resources. But there are also values ​​that, the more deeply ingrained in people, the more sustainable strength they create for an organization or a nation. Culture belongs to such values. Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture places the issue of culture within a broader development mindset: cultural and human development is the foundation, an important endogenous resource, the driving force and pillar of rapid and sustainable development; cultural values ​​must permeate political, economic, social, defense, security, and foreign affairs, and become a national soft power.

Cultural and artistic activities within the Lam Dong Provincial Police force are receiving attention.

A key point in this approach is that culture is no longer viewed as a separate field alongside other tasks. Culture must be present in how people think and act; in the way organizations operate; in the relationship between officials and the people; and even in how an organization responds to the new challenges of the digital age.

For the People's Public Security Force, this is especially significant. The strength of the force is not only built upon its organization, resources, and professional skills, but also nurtured by its political acumen, discipline, ethics, sense of responsibility, conduct, and close relationship with the people. The six teachings of President Ho Chi Minh to the People's Public Security Force, and the culture of exemplary conduct of cadres and Party members, are also placed within the requirements of building human resources and a cultural environment as outlined in Resolution 80.

From that perspective, implementing Resolution 80 within the police force is not simply about organizing more cultural activities. The deeper issue is integrating cultural values ​​into the organization, so that culture contributes to building character, and from character, the strength of the Party organization is created. Initial practice in the Lam Dong Provincial Police is clearly demonstrating this direction.

From the Party Resolution to the "6 clear points" in implementation.

The measure of a Party organization's leadership capacity lies not only in how thoroughly it implements the Resolution, but more importantly, in how the Resolution is concretized and ultimately what changes it brings about in practice.

Immediately after the issuance of Action Program No. 09-CTr/ĐUCA dated March 31, 2026, by the Central Party Committee of the Public Security Ministry, the Standing Committee of the Lam Dong Provincial Party Committee of the Public Security Ministry focused on concretizing it through a system of documents for implementation throughout professional units and commune/ward police stations. Plan No. 92-KH/ĐUCA dated June 24, 2026, was identified as the "backbone" document, assigning responsibilities for implementation according to the requirements of "clear responsibilities, clear tasks, clear timeframes, clear progress, clear results, and clear authority."

Notably, Resolution 80 was not implemented as an isolated task. The Provincial Public Security Party Committee linked its implementation with Resolution No. 07-NQ/ĐUCA on tightening discipline and order, and improving conduct; Resolution No. 10-NQ/ĐUCA on the emulation movement "Three Best: Most Disciplined - Most Loyal - Closest to the People"; and also linked it with cultural and artistic work and the emulation movement "For National Security".

Here, we can observe a significant shift in leadership thinking: culture should not be separated from Party building, human resource development should not be separated from force building, and value education should not be separated from disciplinary implementation. In other words, culture has been transformed from a "task" into a constituent element of organizational quality.

By September 20, 2026, the advisory body had received and monitored over 300 implementation documents and reports from Party committees and police units at various levels and localities. In the first nine months of the year, over 5,800 inspections were conducted at police units and localities; these inspections uncovered numerous violations and required disciplinary action as per regulations. These figures demonstrate that the resolution on culture, to be effectively implemented, cannot rely solely on campaigning and propaganda, but also requires organizational discipline, accountability for implementation, and a mechanism for monitoring results.

To ensure the Resolution does not remain just a Conference.

A resolution can be studied in a day, but for its values ​​to become conscious awareness and voluntary action is a long process. The Lam Dong Provincial Public Security Party Committee organized the dissemination of Resolution 80, Program 09, and the Provincial Party Committee's Action Program through various forms, incorporating the content into branch meetings, briefings, and political and ideological activities; the dissemination was carried out to 100% of cadres, party members, and soldiers.

Instead of one-way, theory-heavy communication, the implementation process gradually shifts to thematic discussions, self-study through digitized documents, online awareness checks on the People's Public Security's Digital Education Platform; using QR codes to provide materials at conferences; organizing political and ideological work briefings, dialogues with commune-level police, training in propaganda skills, and organizing competitions such as: the 2026 Excellent Speaker and Propagandist Competition; the 2026 Excellent Legal Speaker and Propagandist Competition in the grassroots police force; the 5th Writing Competition "Protecting the Party's Ideological Foundation in the New Situation"; the 2026 Reading Culture Ambassador Competition;… In addition, the implementation of the Resolution is linked to studying and following the thoughts, ethics, and style of Ho Chi Minh, and implementing the Six Teachings of Uncle Ho for the People's Public Security. This is not simply a matter of changing a few learning tools. More fundamentally, it requires a shift from "being briefed" to "self-awareness," from receiving the Resolution to developing the capacity to implement it. Only when the Resolution passes through the thinking of officials to become a way of behaving, a way of solving problems, and a responsibility to the people, will the Resolution truly transcend the meeting hall.

Organizational culture is first and foremost reflected in the culture of each individual employee.

If we had to find the most effective place to test the effectiveness of building a culture within the People's Public Security Force, it wouldn't necessarily be on a stage or in a cultural performance. Sometimes, it begins with how an officer interacts with citizens, how they explain a problem the public doesn't understand, their attitude towards a difficult task, or how they exercise their assigned authority. Because for law enforcement, public service culture is where political integrity is manifested through behavior.

The Provincial Public Security Party Committee continues to link the implementation of Resolution 80 with tightening discipline and order; cultivating etiquette, demeanor, and communication and behavioral culture; implementing the code of conduct for officers and soldiers of the People's Public Security; posting hotlines and suggestion boxes; and requiring officers and soldiers to behave in a standard manner, both in and out of cyberspace.

The "Three Best: Most Disciplined - Most Loyal - Closest to the People" movement therefore takes on an additional dimension of meaning when placed within the spirit of Resolution 80.

"Discipline" is not just about obeying orders, but also about a culture of self-awareness and responsibility.

"Loyalty" is not only manifested in political awareness, but must also be tested by choices and actions in the face of difficult and complex issues.

"Being close to the people" is not just about geographical distance, but must become a culture of service: knowing how to listen, knowing how to share, knowing how to rely on the people, and making the legitimate rights, interests, and peace of the people the goal of all work.

When these values ​​become part of the professional habits of each employee, culture is no longer a concept outside the organization. It becomes an internal "code of behavior," contributing to discipline, prestige, and fighting spirit.

A new cultural front in the digital space.

If culture is an intrinsic strength, then in the digital age, protecting that strength cannot take place solely within the traditional space. Resolution 80 requires the simultaneous development of culture in real life and the digital space, linked to ensuring the security and sovereignty of digital culture. This is also a practical area where the Lam Dong Provincial Police clearly demonstrates the unique role of the police force in concretizing the resolution.

In the first nine months of 2026, the Provincial Police Department produced 18 "Lam Dong Security" programs with 55 news items and 26 reports; collaborated on 330 news items and articles with the People's Police Television and central and local press agencies; and published 523 news items and articles on the Provincial Police Department's website. The official social media pages of the Provincial Police Department and police units and localities alone posted and shared 909 news items and articles about good people and good deeds. Law enforcement agencies proactively identified and combated fake news, harmful information, and erroneous and hostile viewpoints on the internet, contributing to the protection of cultural sovereignty and the Party's ideological foundation in the cultural field.

Notably, digital technology and artificial intelligence have been applied to transform resolutions, documents, and political theory topics into infographics, motion graphics, short videos, political podcasts, and digital newsletters; the Fanpage and Zalo Official Account systems are maintained at the police units and 124 commune, ward, and special zone police stations.

On the "constructive" side, it's the process of increasing positive information and bringing beautiful values ​​closer to the public.

On the "counter-" front," this means proactively identifying harmful and toxic information, false viewpoints, and distortions; protecting the Party's ideological foundation and cultural sovereignty in the digital environment.

In just the first six months of 2026, the system serving the propaganda and counter-propaganda work of the Provincial Police Party Committee's Steering Committee 35 created and published 9,359 news articles, reaching over 31.8 million views. In addition, the Provincial Police Party Committee directed the strengthening of information review on the internet, detecting, combating, and handling 124 cases of violations, including questioning and warning 107 cases; imposing administrative fines on 15 cases totaling 101 million VND; and initiating one criminal case for the crime of abusing democratic freedoms to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals .

These figures are noteworthy, but their significance lies beyond mere quantity. What needs to be seen behind them is the shift of Party building and ideological work into a new space. There, each cadre is not only a recipient of culture but can also become a creator, transmitter, and protector of cultural values; each account, each mainstream media product can become a "touchpoint" to strengthen belief, guide awareness, and spread positivity.

When cultural values ​​are incorporated into an organization's criteria.

A value is only truly sustainable when it goes beyond mere slogans and is transformed into a verifiable and practiceable standard. Plan No. 461/KH-CAT-PX03 dated August 12, 2026, of the Provincial Police Department implements a comprehensive system of national values, cultural values, family values, and Vietnamese human standards, while also requiring the integration of these values ​​into the criteria for evaluating, ranking, and awarding annual emulation and commendation. Plans include the implementation of the National Target Program on Cultural Development, the "Culture of Saving and Combating Waste" movement, the national value system, the development of reading culture, the organization of exhibitions, and the establishment of a performing arts team; the commendation of 30 "Outstanding Women Police Officers of Lam Dong" in 2025; and Certificates of Merit for 10 "Outstanding Families of Lam Dong Police Officers in the period 2021-2026".

Social welfare activities and community care are given attention by the provincial police force.

This is a detail worth pondering. The most difficult gap in implementing a Resolution on culture is the gap between "values ​​that are promoted" and "values ​​that are practiced." When responsibility, discipline, and creativity are not only propagated but become factors considered in evaluating officials; when behavioral culture is not only promoted but linked to regulations checks; when "being close to the people" is not just a call to action but becomes a criterion for emulation, then culture begins to directly participate in the process of shaping organizational quality.

Conversely, it is a Party organization with strong leadership, discipline, and fighting spirit that is capable of ensuring that cultural values ​​do not remain merely eloquent words and beautiful ideas. This is the point of convergence between cultural strength and the strength of the Party organization.

Culture is not only "built" within the organization.

The development of culture within the Lam Dong Provincial Police force is also demonstrated through very ordinary spaces. These include libraries, reading rooms, and bookshelves; the Day of Books and Reading Culture; the exhibition of 425 titles with over 1,800 books; the books donated to local police stations; and the "19/8 Foreign Language Book Shelf" for students at the Lam Dong Provincial Center for Supporting Inclusive Education Development.

It also included a street performance program titled "The Footsteps of a Soldier - Serving the People" held on Saturday mornings at Xuan Huong Lake, where officers, soldiers, and citizens met in a more intimate setting than typical administrative interactions. Furthermore, the Provincial Police proactively ensured security and order for 12 provincial-level cultural, tourism, and sports events, with nearly 800 officers and soldiers participating. Looking at these activities, a remarkable cycle emerges: culture contributes to building the image of the police officer; cultured officers contribute to building the image of the force; and a force close to and serving the people contributes to creating a healthy cultural environment in society.

Ensuring security and safety for provincial events.

Don't shy away from the "gaps" that need to be filled.

Party building efforts will not be truly convincing if we only look at positive results. The implementation of Resolution 80-NQ/TW in the Lam Dong Provincial Police has revealed that: in some Party committees and units, the concretization of products and results is still limited; the literary and artistic creation movement among officers and soldiers is not uniform; the digitization of traditional documents and artifacts is not synchronized, especially at the grassroots level; funding for cultural activities and upgrading facilities is still difficult; and there is a shortage of cultural workers at the grassroots level, with most holding multiple positions. Correctly identifying these limitations is also a manifestation of a truly effective approach to implementing the resolution. Because the challenge ahead is no longer simply "whether or not there are cultural activities," but rather how deeply culture has permeated the organization and its people; what changes have the established values ​​brought about in behavior; and whether digital cultural products are competitive enough against harmful and toxic information. Are cultural institutions truly being used effectively? And how do people perceive the service culture of the police force? These are the questions that need to be answered through practical experience.

From "building culture" to building inner strength.

Looking at the initial implementation of Resolution 80-NQ/TW at the Lam Dong Provincial Police, what is noteworthy is not only the number of plans issued, conferences held, or cultural activities carried out. The deeper value lies in an approach: integrating culture into the very process of Party building, force building, and the performance of security and order protection duties.

When culture becomes disciplined, the organization becomes stronger.

When the culture of setting a good example is in place, officials become more persuasive.

When culture permeates behavior, the gap between the police force and the people is narrowed.

When culture is present in the digital space, the ideological battlefield is expanded by positive values.

And when cultural values ​​are transformed into evaluation criteria, into conscious behavior, into service quality and work results, culture is no longer a "soft" element standing alongside political tasks. Culture becomes a component that creates the leadership capacity and fighting strength of the Party organization.

Upholding the spirit of serving the people.

Therefore, the Provincial Police Party Committee has paid close attention to and provided thorough guidance on building a culture of conduct and service to the people, and establishing "Culturally Exemplary Units that Strictly Adhere to the Regulations of the People's Police," in conjunction with leadership and tightening discipline and order. Notable examples include launching and spreading the "Three Best" emulation movement: "Most Disciplined - Most Loyal - Closest to the People"; building "Culturally Exemplary Units that Strictly Adhere to the Regulations of the People's Police"; and the "All People Unite to Build a Culturally Rich Life" movement…

Resolution 80-NQ/TW opens up a grand vision for the development of Vietnamese culture in the new era. However, the vitality of a resolution is ultimately built upon thousands of concrete actions at the grassroots level. For the Lam Dong Provincial Police Party Committee, this journey is only in its initial stages, and much remains to be done. Nevertheless, from the movements that have already taken shape, a direction with long-term significance can be seen: not just building more cultural activities, but building a cultured organization; not just for cadres to enjoy culture, but for each cadre to become an active participant in practicing and spreading culture. Because the enduring strength of a Party organization lies not only in its tight structure or strict discipline. That strength also stems from the values ​​that each Party member believes in, consciously practices, and collectively preserves. When culture becomes a strength from within each cadre, that strength will converge into the strength of the organization. And when the Party organization is strong enough to translate positive values ​​into action, culture will not only "guide the way" but also directly contribute to shaping the path of development.
