On the afternoon of October 3rd, Mr. Ho Van Muoi, Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, chaired a conference on the disbursement of public investment capital for the first nine months of 2026 and the implementation of tasks for the last three months of the year.

Speaking at the conference, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the disbursement of public investment capital has seen a significant improvement recently.

The disbursement rate increased from 4% in the first quarter of 2026 to nearly 55% in the third quarter of 2026. In the third quarter alone, the entire province disbursed over 4,500 billion VND. This result is a testament to the decisive leadership of the provincial authorities and the involvement of various units and localities.

Chairman of the Provincial People's Committee Ho Van Muoi requested that, specifically regarding land clearance, the entire political system must be determined to participate. By October 30, 2026 at the latest, all public investment projects must complete land clearance. This is a command from the heart, from a sense of responsibility. If it is not completed, the responsibility will primarily lie with the localities.

As of the end of September 2026, the disbursement of public investment capital in Lam Dong reached over 10,792 billion VND, nearly 55% of the total plan. Of this, the disbursement rate for Project Management Boards reached 47.56%; for departments and agencies over 56.8%; and for communes, wards, and special zones nearly 64%.

According to assessments, the province's disbursement rate is showing positive progress, gradually increasing month by month. However, to complete the disbursement plan, Lam Dong still needs a very large amount of capital to be implemented in the fourth quarter of 2026, approximately over 10,493 billion VND.

To date, the province still has 58 project owners who have not met their targets, mainly concentrated in the Project Management Board sector. Nine project owners have disbursed funds below their KPIs, affecting the overall progress of the province. However, the commune, ward, special zone, and Land Development Center sectors have exceeded their commitments.

At the conference, investors and construction units reported on the disbursement progress and the difficulties and obstacles encountered in projects that are still behind schedule. Many proposals related to coordination in land clearance for projects were also clearly stated by the units.

Regarding the slow disbursement progress, Nguyen Vinh Binh, Director of the Dak R'lap Area Investment and Construction Project Management Board, explained that in 2026, the unit was assigned 10 projects with a total capital of over 184 billion VND. To date, the Board has only disbursed over 18 billion VND, reaching 10.2%.

"The unit takes responsibility for the delays in the projects. This is largely due to poor coordination between the investor and the contractor. Some construction units also lack capacity. The Board is focusing on overcoming these shortcomings and is committed to disbursing all the funds allocated by the province," Mr. Binh pledged.

According to Vu Dang Thuy, Director of the Da Huoai Area Investment and Construction Project Management Board, the unit is currently implementing 26 projects. Of these, 21 are ongoing projects and 5 are newly started projects. To date, the Board has disbursed nearly 121 billion VND, reaching almost 42%.

"Basically, the projects are progressing smoothly without any obstacles. The delays are due to a lack of responsibility and competence on the part of the construction unit. The Board is proposing a solution to replace the contractor if this continues to happen," Mr. Thuy affirmed.

According to Hoang Van Dong, Director of the Phan Thiet Area Investment and Construction Project Management Board, the unit has been allocated over 738 billion VND in 2026. Currently, five projects under the Board's management are behind schedule, with a total capital of approximately 166 billion VND. Most of these delays are due to slow land compensation and clearance processes.

Regarding the disbursement task, the Director of Investment and Construction Project Management Board No. 3, Ha Sy Son, said that compared to the commitment with the province, the unit's disbursement progress is currently about 18% behind schedule. The main reason is that most projects are facing difficulties with land clearance.

According to Mr. Son, the Dao Nghia - Quang Khe road project (phase 2) is an example. To date, the main route of the project is still facing obstacles from 31 households. The unit has compiled a list and is continuing to coordinate with local authorities to persuade them to provide the land for the construction unit.

During the meeting, the project's construction units presented the reasons for the delay and committed to mobilizing manpower and machinery to accelerate construction work towards the end of the year.

Through proposals and discussions, specialized departments and agencies have requested that investors and contractors who have committed to the schedule must develop a detailed Gantt chart. Each completion milestone must be detailed and clear. Based on this, the specialized unit will have a basis to synthesize and accurately evaluate the results and related responsibilities.

Many departments and agencies have proposed that communes urgently hand over land for the project. However, to achieve the growth target of 10% or more in 2026, the pressure in the fourth quarter of 2026 is immense.
