On October 6th, the 4th Plenum of the 14th Central Committee entered its second day of work.
The morning session, chaired and directed by General Secretary and President To Lam, saw the Central Committee discuss many important issues.
In particular, the Central Committee discussed the draft Resolution of the Party Central Committee on strengthening the building and rectification of the Party and the political system to be clean, strong, and comprehensive, meeting the requirements of national development in the new era.

The content of the five-year review of the implementation of Resolution No. 28 of the 13th Central Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period; and the review of Resolution No. 26 of the 12th Central Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capabilities and prestige, commensurate with the tasks, were also discussed by Central Committee members at this working session.
Later that afternoon, the Central Committee and delegates worked in groups, discussing three topics.
Firstly, there is the "National Strategy for Attracting and Utilizing Talents in Key Industries and Fields to Serve the Country's Rapid and Sustainable Development".
Secondly, the Regulation on Party members participating in investment and business activities (replacing Regulation No. 15-QĐ/TW, dated August 28, 2006, of the 10th Central Committee of the Party on Party members engaging in private economic activities).
Thirdly, the Regulations on Party Inspection, Supervision, and Discipline (replacing Regulation No. 21-QD/TW, dated April 11, 2026, of the Central Committee of the Party on Party inspection, supervision, and discipline).
In his opening remarks at the 4th Central Committee Conference, General Secretary and President To Lam emphasized the importance of reforming personnel work and utilizing talented individuals to meet the requirements of national development.
According to the General Secretary and President, policy decisions only become a reality when there is a team of officials with sufficient qualities, capabilities, and responsibility to implement them.
According to Party and State leaders, the "National Strategy on Attracting, Utilizing, and Developing Talent in Key Industries and Fields to Serve the Country's Rapid and Sustainable Development" project must stem from strategic tasks and the country's current capacity deficiencies.
"How should we train, attract, and connect talent to master technology, increase productivity, and enhance self-reliance?", the General Secretary and President asked, emphasizing that utilizing talent is a key factor, and creating a talent pool is a fundamental and long-term task.
In reviewing Resolution No. 28, the General Secretary and President requested clarification on how leadership and governance methods must be reformed to ensure higher quality decision-making, a more proactive apparatus, and better problem-solving.
"The mechanism of Party leadership, State management, and people's ownership must operate effectively, overcoming excuses, taking over responsibilities, lax leadership, and seeking opinions through multiple rounds on matters within its authority," the General Secretary and President noted.
Regarding decentralization and delegation of power, the General Secretary and President noted the need to clarify the relationship between authority, responsibility, and implementation conditions; and the mechanism for resolving inter-sectoral and inter-level issues that are beyond the capacity of local authorities.
"Do not delegate tasks when there is a shortage of personnel or resources; do not interfere in a way that undermines the autonomy that has been assigned. Collective and individual responsibilities must be clearly defined, without overlapping or replacing each other," the General Secretary and President emphasized.
Another guiding principle emphasized by the Party and State leaders is to strictly uphold discipline while protecting honest and innovative officials for the common good; and to not cover up wrongdoing.
