Ms. Ha Thanh, President of HUFO, emphasized that in the process of increasingly deep international integration, people-to-people diplomacy continues to affirm its role as one of the three important pillars of foreign affairs.

According to HUFO, there are currently about 5.3 million Vietnamese people living and working in 130 countries and territories, of which more than 50% have origins in or maintain regular contact with Ho Chi Minh City. By 2025, remittances to Ho Chi Minh City are estimated to reach over 10.3 billion USD (out of a total of nearly 18 billion USD nationwide), contributing to exchange rate stability and promoting investment.

Along with resources from overseas Vietnamese, cooperation with foreign non-governmental organizations (NGOs) in Ho Chi Minh City has also yielded many positive results. In 2026, the city recorded 117 foreign NGOs granted operating licenses (compared to 112 in 2025), focusing on the fields of health, education , social welfare, and community development. From the beginning of the year to September 2026, the Ho Chi Minh City People's Committee approved 30 aid projects with a total committed capital of over 302.4 billion VND. This aid is managed and used appropriately, providing practical support to vulnerable groups and contributing to reducing the pressure on the social welfare budget.

To effectively implement people-to-people diplomacy and foreign non -governmental organizations in the new phase, Ms. Ha Thanh proposed further strengthening inter-agency coordination between HUFO, the City Police, and the Department of Finance.
