The old apartment building is dilapidated, and residents are hoping for its renovation soon.
According to a report by the Ho Chi Minh City Real Estate Association (HoREA), the city currently has 474 old apartment buildings constructed before 1994 that need renovation. This is not only an urban beautification issue but also directly related to safety, as many of these buildings have seriously deteriorated.
Immediately after the Ho Chi Minh City People's Committee requested the urgent renovation and reconstruction of old, dilapidated apartment buildings in 32 wards, local authorities are simultaneously implementing various solutions to accelerate progress.

The apartments in the old building have dilapidated architecture, with electrical wires and household items crammed together.
At the 38 Hoc Lac apartment building in Cho Lon ward, after years of deterioration, some parts were damaged, detracting from the urban aesthetics and affecting the safety of residents. The local authorities mobilized efforts to renovate it using the "State and people working together" method. To date, the apartment building has been renovated to be more presentable.
Ms. Tran Thi Luat, from Cho Lon ward, Ho Chi Minh City, shared: “Previously, this apartment building was very dilapidated, and both the elderly and young people felt uncomfortable living there. Now, the residents are happy and feel secure. With the addition of cameras and fire extinguishers, everyone is in high spirits. Secondly, it shows the correctness of the policy; the government called for it and the people wholeheartedly responded.”
Remove obstacles and accelerate project progress.
Notably , Cho Lon ward currently has 131 apartment buildings constructed before 1994, including 25 Class D buildings, which are in a state of very serious disrepair. Accelerating the construction and upgrading of these buildings is identified as an urgent issue, especially in the context of extreme weather conditions that could threaten the safety of people's lives and property.
At the apartment building located at 63-65 Chau Van Liem Street, the deterioration is particularly severe. Having lived there for nearly 40 years, Mr. Nguyen Van Hao stated that he feels uneasy about the building's condition and hopes to reach an agreement with the owner soon so that renovations and repairs can be carried out.

According to a representative of the Cho Lon Ward People's Committee, among the 25 dilapidated apartment buildings, the ward is focusing on two projects: 40 Tran Hung Dao Street and the Soai Kinh Lam project.
However , the major difficulty currently is that the population target for the ward is lower than the current resident population, leading to numerous legal, infrastructure, and administrative procedural obstacles when requesting an increase in the target.

Mr. Nguyen Xuan Quang, Head of the Economic, Infrastructure and Urban Planning Department of Ho Chi Minh City, said that the ward has submitted a report to the Department of Planning and Architecture to adjust the scale of the project. In the meantime, they will continue to mobilize the government and the people to work together, while also reviewing the situation to ensure residents quickly repair any dilapidated structures.
Increase support and create incentives for renovating old apartment buildings.
In addition , according to the Old Apartment Building Renovation Project, Ho Chi Minh City aims to complete the renovation of all apartment buildings constructed before 1994 and those in serious disrepair.
To expedite progress, the city is focusing on supporting 50% of the investment costs for technical infrastructure, up to a maximum of 10 billion VND per project, and also supporting 50% of relocation costs.

Expediting the inspection, planning, and implementation of each project is expected to help remove bottlenecks in the renovation of old apartment buildings, reduce safety risks, and gradually improve living conditions for residents.
