Ho Chi Minh City will spend over 136 billion VND to support children and teachers in the 2026-2027 school year.

This morning (October 3rd), at the 19/5 Kindergarten in Tan Thuan Ward, Ho Chi Minh City, the Ministry of Education and Training, together with OneSky, organized a seminar to share information on the implementation of the Project to support the improvement of the quality of care, nurturing, and education of preschool children in some areas with industrial parks and clusters in the southern provinces and cities (referred to as the Project).

Reporting on the project's implementation results in Ho Chi Minh City during the first six months of 2026, Ms. Nguyen Thi Doan Trang, specialist in the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, stated that according to the industry's database at the end of the 2025-2026 school year, the entire city had 5,164 preschool education facilities. The total number of preschools was 1,832, accounting for 35.48%. The total number of independent preschool education facilities was 3,332, accounting for 64.52%.

The total number of children enrolled in preschool education facilities is 526,593, including 117,200 nursery children and 409,393 kindergarten children.

Currently, the city has 57 industrial parks; 16 industrial clusters; 3 export processing zones; and 1 high-tech zone.

Based on Government Decree No. 105/2020/ND-CP regulating policies for the development of preschool education; and Government Decree No. 145/2020/ND-CP detailing and guiding the implementation of some articles of the Labor Code on working conditions and labor relations, the Department of Education and Training advised the People's Committee of Ho Chi Minh City to submit to the People's Council of Ho Chi Minh City Resolution No. 30/2025/NQ-HĐND, stipulating policies for the development of preschool education in areas with industrial zones and a large workforce in the city.

Ms. Nguyen Thi Doan Trang presented the results of the policy implementation for the 2025-2026 school year with many noteworthy figures. In total, Ho Chi Minh City spent 136 billion 762 million VND to support children, teachers, independent preschools in industrial zones and areas with a large workforce.

This includes policies for children, teachers, and independent preschools in industrial zones, totaling 73 billion 251 million VND. Specifically:

  • 77 independent preschools received support, totaling 4.805 billion VND;
  • The number of children receiving support is 50,665, with a total amount of 56 billion 679 million VND.
  • 2,578 teachers received support, totaling 11 billion 766 million VND.

Policies for children, teachers, and private preschools in labor-intensive areas, with a total budget of 63 billion 511 million VND. Specifically:

  • 151 independent preschools received support, totaling 9.2 billion VND.
  • The number of children receiving support is 46,543, with a total amount of 46 billion 811 million VND.
  • 1,610 teachers received support, totaling 7.5 billion VND.

The seminar was held 13 months after the project's implementation.

Today's seminar was attended by Ms. Hoang Thi Dinh, Deputy Head of the Department of Preschool Education, Ministry of Education and Training; Mr. Bui Tuan Hai, Deputy Director of the Department of Education and Training of Tay Ninh province; Ms. Luong Thi Hong Diep, Head of the Preschool Education Department, Department of Education and Training of Ho Chi Minh City; and many managers, specialists, and teachers from the Departments of Education and Training and preschools...

Ms. Hoang Thi Dinh assessed the significance of the seminar in the context of preschool education facilities in localities after school restructuring. The seminar listened to practical opinions, obstacles, and difficulties in the implementation of the Project and proposed solutions to overcome them.

How is the project progressing after 13 months?

When participating in the Project, Ho Chi Minh City selected 60 city-level presenters and 452 teachers and childcare providers working at independent private preschools to participate in training courses to enhance their professional capacity and skills.

The activities were implemented within the approved project area, encompassing 15 wards and communes (Tan Thuan ward, Tan Thoi Hiep ward, Tay Thanh ward, Tan Tao ward, Binh Tan ward, Tam Binh ward, Linh Xuan ward, Tang Nhon Phu ward, Vinh Loc commune, Tan Vinh Loc commune, Binh Loi commune, Tan Nhut commune, Tan An Hoi commune, Cu Chi commune, and Hiep Phuoc commune).

Besides the advantages, representatives from the Preschool Education Department of the Ho Chi Minh City Department of Education and Training pointed out some difficulties and obstacles in implementing the Project. For example, the teaching staff at independent private preschools is constantly changing, and the nature of these facilities, which care for the children of factory workers and laborers in industrial zones, means that the number of trainees sent to training courses is frequently changing, and the participation rate has not met the plan's requirements.

Some independent preschools are small in scale, with limited facilities, equipment, and learning materials...

Or, after the school restructuring process, many principals and vice-principals were demoted to teachers. They were originally city-level presenters, but the change in job positions significantly affected their morale and work, so the number of city-level presenters decreased from 60 to only 55.

In addition, there were difficulties stemming from delays in processing financial settlement documents, numerous problems, and high attendance rates among trainees, resulting in unspent funds.

On October 2nd, Tan Thuan Ward, Ho Chi Minh City, welcomed a delegation from the Ministry of Education and Training and the OneSky organization to inspect and monitor the implementation of the Project. Ms. Nguyen Thi Kim Tram, Vice Chairman of the Tan Thuan Ward People's Committee, and Ms. Tran Thi Thai Thu, Head of the Culture and Social Affairs Department of Tan Thuan Ward, welcomed the delegation.

The project "Supporting the improvement of the quality of care, nurturing, and education for preschool children in areas with industrial zones and clusters" was officially approved by the Ministry of Education and Training in June 2025 and launched to the community in August 2025.

The project will be implemented in the period 2025-2028 in three localities: Ho Chi Minh City, Tay Ninh, and Bac Ninh, with a total non-refundable grant of VND 34.47 billion (equivalent to USD 1.47 million), aiming to improve the quality of care, nurturing, and education for preschool-aged children in independent private preschools.
