The "Understanding Family Law and Preventing and Combating Domestic Violence in 2026" competition, organized by the Ho Chi Minh City Department of Culture and Sports, will be held on the occasion of Vietnamese Family Day, June 28, 2026.

The Ho Chi Minh City People's Council has just issued Resolution No. 38/2026/NQ-HĐND stipulating the monthly allowance for population collaborators participating in family work and the prevention and control of domestic violence in the community. The resolution takes effect from October 1, 2026.

Accordingly, population collaborators participating in family work and preventing and combating domestic violence in wards will receive an additional 550,000 VND/person/month. In communes and special zones, the additional allowance is 650,000 VND/person/month.

Increase resources for community-based work.

The family is where cultural, moral, and personal values ​​are formed and nurtured. In Ho Chi Minh City, family-related work and the prevention and control of domestic violence have seen positive changes in recent times. Activities to disseminate and popularize laws have been widely implemented; many models such as sustainable family development clubs, domestic violence prevention groups, and mediation teams have been maintained and effectively promoted.

The entire city currently has over 2.67 million households meeting cultural standards, a rate of 97.75%; nearly 5,900 neighborhoods and hamlets have been awarded the title of cultural neighborhood, along with thousands of clubs, advisory groups, and trusted addresses in the community. The number of recorded domestic violence cases decreased from 87 cases in 2021 to 18 cases in 2025.

According to the Ho Chi Minh City Department of Culture and Sports, the city previously established a team of family collaborators in neighborhoods and hamlets, with each person responsible for approximately 100-150 households. This force directly monitored the situation, disseminated policies, identified risks, and assisted in handling cases related to domestic violence.

Currently, the city does not have a dedicated team of collaborators for family-related work. This task is mainly carried out by cultural and social officials, heads and deputy heads of village, hamlet, and neighborhood steering committees, and members of domestic violence prevention groups.

Meanwhile, after the administrative reorganization, Ho Chi Minh City has an area of ​​over 6,700 km², a population of over 14 million people, and 168 administrative units at the commune, ward, and special zone levels. The expanded geographical area places greater demands on the workforce directly working in the community.

Population collaborators become more deeply involved.

The entire city currently has 19,494 population collaborators, of which more than 14,700 are in wards and more than 4,700 are in communes and special zones.

In addition to population-related tasks, this force is involved in many activities related to family affairs and the prevention and control of domestic violence, such as information gathering, legal education, organizing club activities, receiving information on cases, and providing counseling and mediation in the community.

The workload is increasing, requiring the regular involvement of collaborators, while the previous compensation system did not match the actual requirements.

The issuance of Resolution No. 38/2026/NQ-HĐND by the Ho Chi Minh City People's Council, supplementing the allowance regime for this force, serves as a basis for maintaining the stable participation of population collaborators in family work in the community.

Along with the compensation system, training, professional development, provision of work tools, and creating conditions for collaborators to participate in professional activities also need to be implemented synchronously. These are essential conditions for improving the capacity of the force directly involved in monitoring family situations and preventing domestic violence at the grassroots level.
