Based on actual conditions, localities must develop specific and feasible plans for organizing boarding programs, ensuring they are appropriate to the conditions of each school and preventing delays in implementation, avoidance, or shirking of responsibility.

For schools that do not yet meet the requirements to organize on-site kitchens, the People's Committee of Bac Ninh City requests that they urgently select a food service provider in accordance with regulations. The selection process must ensure transparency, food safety, quality, and nutritional value of the meals.

The Chairpersons of the People's Committees of communes and wards are responsible to the Chairperson of the People's Committee of the city if there are delays in implementation, lack of inspection and supervision, or unclear assignment of responsibilities in organizing school lunch programs for students.

The People's Committee of Bac Ninh City has assigned the Department of Education and Training to take the lead and coordinate with the People's Committees of communes and wards to review the situation of organizing boarding school programs at educational institutions; compile a list of schools that have organized these programs and those that have plans but have not yet implemented them, and clearly identify the causes, difficulties, obstacles, and responsibilities of relevant agencies and units.

The Department of Health, in coordination with the Department of Education and Training and the People's Committees of communes and wards, will guide and inspect the conditions for ensuring food safety and nutrition in school meals; and control risks in the processing, preservation, transportation, delivery, and use of food in schools.

The Department of Education and Training, in coordination with the Department of Health and other relevant agencies, will organize inspections and monitor implementation; compile a summary of the boarding school situation in the area and report to the City People's Committee. Any difficulties or obstacles beyond their authority will be promptly reported for consideration and guidance.
