On the afternoon of October 2nd, General Secretary and President To Lam chaired a working session with the Party Committee of the Government, the Party Committee of the Ministry of Culture, Sports and Tourism, and related agencies on the implementation of Resolution 08-NQ/T.Ư of the Politburo on strengthening the Party's leadership and creating a strong development in physical education and sports by 2020, and Conclusion 70-KL/T.Ư on the development of physical education and sports in the new period.

Focus on school sports and improve the physical fitness of the population.
At the meeting, the General Secretary and President emphasized that the health and physical fitness of the people are an integral part of national strength. Therefore, the development of physical education and sports should be placed within the strategy of human development, improving the quality of the population and human resources, instead of being viewed merely as a socio-cultural field.
In particular, emphasis should be placed on school sports, going beyond simply organizing physical education classes. Relevant agencies need to review sports fields, equipment, and teaching staff, and study mechanisms for the shared use of public sports facilities outside of school hours. According to the General Secretary and President, schools must both help students develop lifelong exercise habits and serve as places for early discovery of athletic talent.
The Ministry of Culture, Sports and Tourism is requested to coordinate with the Ministry of Health and the Ministry of Education and Training to research and develop a set of indicators on physical fitness, activity levels, and access to physical education and sports, primarily for children, students, workers, and the elderly. This will help identify population groups lacking physical activity, areas lacking exercise facilities, and factors hindering the maintenance of regular physical activity.
Developing talent through a long-term cycle.
Regarding high-performance sports, the General Secretary and President requested a shift in investment towards a more focused, targeted approach and long-term talent development. The system for discovering and training athletes needs to be interconnected, from schools and localities to training facilities and national teams, while clearly identifying the sports, events, and athletes with international competitiveness potential for long-term investment.
SEA Games achievements should not be the sole measure of investment in elite sports. Each cycle needs specific goals, key players, and responsible coaches, along with a support system encompassing science, medicine, nutrition, rehabilitation, psychology, and international competition.
The General Secretary and President proposed rebuilding the athlete development model according to a cycle: early identification, proper selection, systematic training, targeted investment, international competition, comprehensive care, regular evaluation, and building a successor generation.
Furthermore, science, technology, and data need to become the foundation of sports training and management. Hospitals, universities, research institutes, training facilities, and experts need to form networks in sports medicine, nutrition, and rehabilitation; applying data in selection, training, performance analysis, injury prevention, and individualized training.
Regarding the economics of sports, the General Secretary and President proposed researching and building a complete ecosystem, shifting from a mindset of "the state builds and the state operates" to one of "the state creates, society invests, the market operates, and the state supervises".
For sports federations and associations, it is necessary to clarify the roles of the state and professional social organizations; develop a set of governance rules, conduct annual performance evaluations, and publicly disclose results, aiming to professionalize the federations before professionalizing sports.
