On the morning of October 3rd, the solemn opening session of the 2nd National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, took place in Hanoi , with the participation of 241 official delegates representing more than 150,000 former Public Security officers nationwide.

Attending the congress were General Secretary and President To Lam; former Prime Minister Nguyen Tan Dung; and former Prime Minister Pham Minh Chinh. Also present were Ms. Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front; General Luong Tam Quang , Minister of Public Security; and leaders and former leaders of the Party, State, ministries, and central agencies.

Speaking at the congress, General Secretary and President To Lam emphasized that this is an important event, demonstrating the spirit of solidarity, innovation, and the promotion of the heroic traditions of the People's Public Security force, continuing to contribute to the cause of protecting national security, maintaining social order and safety, and for the peace and happiness of the people.

According to the General Secretary and President, the congress is taking place in the context of the country entering a new era with new opportunities and challenges. Amidst numerous international changes, intense strategic competition, conflicts, crises, supply chain disruptions, natural disasters, and new types of crime, Vietnam has maintained political stability, sustained economic growth, and continued to prioritize the well-being of its people.

The General Secretary and President stated that the current requirements for the People's Public Security force are not limited to ensuring security and order or combating crime, but must go beyond traditional tasks to better serve the goals of national development, such as: serving socio-economic development, acting as the core for the nation's digital transformation , and contributing to the development of science and technology...

Reviewing the first term, General Secretary and President To Lam acknowledged that the Vietnam Association of Former Public Security Officers had achieved many important results despite its relatively short period of operation. The Association has mobilized over 150,000 members; over 22,000 former police officers have participated in Party committees, government agencies, the Fatherland Front, residential groups, villages, hamlets, and mediation teams; and over 2,000 have joined the security and order protection forces at the grassroots level.

Many members also actively participate in educating and rehabilitating criminal offenders, managing drug addicts after rehabilitation, building drug-free residential areas, preventing domestic violence, and creating safe areas in terms of fire prevention and traffic safety. Members also participate in social welfare activities, eliminating temporary housing, supporting people in disaster-stricken areas, showing gratitude and caring for vulnerable people.

Traditional education for the younger generation

The General Secretary and President emphasized that the Vietnam Association of Former Public Security Officers is a core force of the Vietnam Fatherland Front, with the conditions to continue promoting the strength of national unity and contributing to the cause of building a prosperous, civilized, and happy country.

The General Secretary and President suggested that in the new term, the Vietnam Association of Former Public Security Officers should focus on three key tasks. First, the Association must truly be a "common home" that fosters camaraderie and fellowship; it must care for the health, material and spiritual well-being of its members, especially those in difficult circumstances, and become a support system when members face difficulties and hardships.

Secondly, the Association needs to continue affirming the mark and identity of revolutionary police officers in all fields. Members must be exemplary and take the lead in carrying out assigned tasks, adhering to the principle that "the people are the foundation, the people are the center and the subject," and making serving the people the goal.

In particular, the Association needs to become the core force of the nationwide movement to protect national security at the grassroots level, coordinating with the police force to manage security and order. The General Secretary and President emphasized: "If each residential area, each hamlet, each village, each neighborhood is orderly, safe, and improves the lives of the people, then the whole society and the whole country will develop, be stable, and be peaceful."

Furthermore, the Association needs to play a role in educating the younger generation about patriotic traditions, revolutionary heroism, and the traditions of the People's Public Security Force; providing political and ideological education, raising vigilance, refuting erroneous and hostile viewpoints, and spreading positive values ​​in their communities.

The third key task set forth by General Secretary and President To Lam is to build a politically strong and modern Vietnam Association of Former Public Security Officers, capable of fulfilling the tasks assigned by the Party, the State, and the people.
