Lieutenant General Nguyen Van Long, member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Public Security , chaired the conference at the Ministry of Public Security's Command Information Center.
The conference was connected with the police forces of the provinces of Tuyen Quang, Lao Cai, Lai Chau, Son La, Dien Bien , Lang Son, and Quang Ngai.

Following the Politburo 's conclusion on unifying the investment policy for the construction of boarding schools for primary and lower secondary levels in 248 border communes, the Ministry of Public Security has directed the police forces of provinces and cities to undertake the construction of 25 schools, of which 10 schools will begin construction in 2025 and 15 schools will begin construction in 2026.
For the schools scheduled to begin construction in 2025, the provincial police forces have effectively implemented solutions to accelerate progress, ensuring the planned schedule is met, and have made efforts in handling investment documents and procedures, disbursing funds, and achieving many positive results.

In Lao Cai province, nine border boarding schools of all levels have been and are being built, with a total investment of 2,159.8 billion VND, meeting the learning and boarding needs of approximately 8,700 students. These schools are equipped with modern facilities and equipment, meeting Level 2 standards.
In the first phase of the four schools, construction began in November 2025. Despite exceptionally challenging construction conditions, contractors organized work in "three shifts, four teams," closely adhering to the daily schedule. To date, all four schools have been completed, welcoming students and ensuring adequate boarding facilities.
The four schools in phase 2 are continuing to accelerate land clearance, leveling, and construction, with the goal of completing them soon so that students in border areas can have better learning conditions.
At the conference, local leaders reported on progress, clarified the reasons for delays, and proposed solutions to overcome difficulties in the projects; they also requested the Ministry of Public Security to support and expedite the implementation of the second phase of border school projects.

Speaking at the conference, Comrade Phan Trung Bá - Vice Chairman of the People's Committee of Lao Cai province - affirmed: Implementing Resolution 81 of the Politburo , Resolution 289 of the Government, and the close guidance of the Central Government, Lao Cai province has comprehensively implemented tasks, clearly assigning responsibilities, tasks, timelines, expected outcomes, and authority; mobilizing the entire political system to resolutely overcome difficulties and ensure the progress of school construction in border areas.
For the four schools in phase 2, three have completed land handover; Ban Vuoc School is still resolving one outstanding issue. Construction has commenced at the sites, and the designs for the main buildings have been reviewed and approved in parallel with the construction progress.


To ensure the completion of the projects as required, the People's Committee of Lao Cai province requests the Ministry of Public Security to pay attention to directing and coordinating the timely allocation of central government budget funds for phase 2; and at the same time, to promptly consider the investment policy for border schools in difficult areas after administrative unit reorganization, including the Ban Phiệt Primary and Secondary Boarding School (Lao Cai ward).
In his concluding remarks at the conference, Lieutenant General Nguyen Van Long, Member of the Central Committee of the Party and Deputy Minister of Public Security, highly appreciated the opinions expressed at the conference and noted that the localities had closely followed the requirements of the task.
The Senior General requested that leaders of provinces, departments, agencies, and provincial police departments inspect and evaluate the initial results of completed and operational schools; promptly identify any emerging shortcomings to advise the Provincial Party Committee and the Provincial People's Committee on corrective measures, ensuring absolute safety for students.
Regarding projects scheduled to commence in 2025 that have not yet been completed, the Senior General requested that the Directors of Provincial Public Security directly report to the Provincial Party Committee and the Provincial People's Committee, organize and direct inspections of progress, and resolve difficulties and obstacles decisively to ensure that commitments are fulfilled.
Provincial Public Security Directors should demonstrate a sense of responsibility and exemplary conduct in performing their duties; establish working groups to directly inspect the situation, assess, and promptly identify difficulties and obstacles in each project; and urge investors and contractors to adhere to the schedule. At the same time, they should advise the province to proactively coordinate with relevant sectors to resolve difficulties and ensure all projects are completed before July 30, 2027.
