Circular No. 62/2026/TT-BCT, promulgating "Amendment 01:2026 QCVN 09:2015/BCT National Technical Standard for paper towels and toilet paper products" issued together with Circular No. 36/2015/TT-BCT dated October 28, 2015 and Circular No. 33/2015/TT-BCT dated December 23, 2016 of the Minister of Industry and Trade, is attached as an Appendix to this Circular.
The circular will take effect from November 15, 2026.

Regarding transitional provisions, conformity declaration dossiers and conformity certificates for tissue paper and toilet paper products issued before the effective date of this Circular shall continue to be valid until their expiration date as stated in those dossiers and documents.
Packaged, labeled, and marketed tissue paper and toilet paper products before the effective date of this Circular may continue to be sold until the expiration date indicated on the product label.
The conformity assessment bodies designated to conduct testing and certification of tissue paper and toilet paper products according to QCVN 09:2015/BCT may continue to operate until the expiration of the designation decision.
The Director of the Department of Industry is responsible for organizing, guiding, disseminating, and implementing this Circular. Heads of agencies and units under and directly affiliated with the Ministry of Industry and Trade; Directors of Departments and sectors with functions and duties as prescribed by the Provincial People's Committees; and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
During the implementation process, if any difficulties arise, agencies, organizations, and individuals should promptly report them in writing to the Ministry of Industry and Trade (through the Department of Industry) for guidance or consideration of appropriate amendments and additions.
