Standards and regulations for the use of official vehicles for leadership positions.

On behalf of the Government, Deputy Prime Minister Nguyen Van Thang has just signed and issued Decree No. 379/2026 regulating the standards and norms for the use of automobiles.

The following positions are entitled to the regular use of a car, even after retirement (except in cases where otherwise stipulated or decided by a competent authority), without a price limit: General Secretary, President, Prime Minister, Chairman of the National Assembly , and Standing Member of the Secretariat of the Central Committee.

The following positions are entitled to the regular use of a car during official duties, without a price limit: Members of the Politburo; Members of the Secretariat; Chairman of the Central Committee of the Vietnam Fatherland Front; Chairman of the Central Inspection Committee; Head of a Party Committee at the Central level; Chief of the Central Party Office; Director of the Ho Chi Minh National Political Academy; Vice President; Deputy Prime Minister; Vice Chairman of the National Assembly; Chief Justice of the Supreme People's Court; and Prosecutor General of the Supreme People's Procuracy.

Positions at level 1, group II of the List of positions, groups of positions, and leadership roles of the political system issued with Regulation No. 368-QĐ/TW (amended according to Conclusion No. 31-KL/TW) are entitled to use one car with a maximum price of 1.7 billion VND/vehicle.

Specifically, this includes: Official members of the Central Committee of the Party; Deputy Head of the Central Inspection Committee, Deputy Head of a Party Committee at the Central level, Deputy Chief of the Central Party Office (who are members of the Central Committee of the Party); Members of the Standing Committee of the National Assembly; Ministers and heads of ministerial-level agencies, Head of the Office of the President ; Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front; Editor-in-Chief of the People's Newspaper, Editor-in-Chief of the Communist Magazine; Secretary of the Provincial Party Committee, City Party Committee; Deputy Secretary of the Party Committee of the four Party Committees directly under the Central Committee (Central Party agencies, Government; National Assembly; Fatherland Front, central mass organizations); Deputy Secretary of the Hanoi City Party Committee, Ho Chi Minh City Party Committee (who are members of the Central Committee of the Party); Chairman of the People's Council, Chairman of the People's Committee of Hanoi City, Ho Chi Minh City...

In addition, positions at level 2, group II of the List of Titles and Positions issued with Regulation No. 368-QĐ/TW (amended by Conclusion No. 31-KL/TW) are entitled to use one car with a maximum price of 1.6 billion VND/vehicle. Specifically, this applies to the position of Deputy Chairman of the Central Inspection Committee (not a member of the Central Committee of the Party).

Officials entitled to use company cars for transportation from their residence to the office and vice versa, and for business trips, may use vehicles with a maximum price of 1.4-1.5 billion VND per vehicle. If such individuals voluntarily opt for a lump-sum allowance for car use, the competent authority will consider the actual situation (of the agency, organization, or unit, the allowance plan, and the number of officials receiving allowances) to decide on the allowance and the number of vehicles to be provided, ensuring economy and efficiency.

General service fee

Regarding pricing, the Government stipulates a maximum price of 950 million VND per vehicle for purchasing vehicles for general official use; if necessary, vehicles with 12-16 seats or 7- or 8-seat 4x4 vehicles may be priced higher, but not exceeding 1.3 billion VND per vehicle (for 12-16 seat vehicles) or 1.6 billion VND per vehicle (for 7- or 8-seat 4x4 vehicles).

According to government regulations, each agency and unit of the Central Committee of the Communist Party, each ministry, agency of the Central Committee of the Vietnam Fatherland Front, central political and social organizations, central agencies, provinces, and cities are equipped with one vehicle with a maximum price of 4.8 billion VND/vehicle and two vehicles with a maximum price of 3.5 billion VND/vehicle.

Specifically, special-class cities are equipped with 2 vehicles at a maximum price of 4.8 billion VND/vehicle and 2 vehicles at a maximum price of 3.5 billion VND/vehicle.

In the case of agencies and units of the Central Committee of the Communist Party of Vietnam, ministries, agencies of the Central Committee of the Vietnam Fatherland Front, central political and social organizations, and central agencies with 15,000 to 20,000 personnel, the Government stipulates that they may be equipped with one additional vehicle at a maximum price of 3.5 billion VND/vehicle; for those with more than 20,000 personnel, they may be equipped with two additional vehicles at a maximum price of 3.5 billion VND/vehicle.

In the case of provinces and cities with a natural area exceeding 9,000 km2, an additional vehicle may be included, with a maximum price of 3.5 billion VND per vehicle.

The Standing Committee of the Provincial/City Party Committee decides on the number of high-powered vehicles specified in this point for each provincial-level office.
