General Secretary and President To Lam, along with current and former leaders of the Party and State, attended the congress.

The Congress restructured the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Association for the second term (2026-2031) as stipulated. Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was re-elected to continue serving as Chairman of the Vietnam Association of Former Public Security Officers.

According to VNA, in his congratulatory speech at the congress, General Secretary and President To Lam emphasized that this is an important and very meaningful event, a congress of camaraderie, of the spirit of innovation, of upholding heroic traditions, and of continuing to contribute to the glorious revolutionary cause of the Party and the nation, for the happiness and peace of the people.
The Congress is also a source of great pride and joy for hundreds of thousands of former police officers nationwide.
The General Secretary and President expressed their agreement with the directions, goals, and action programs set forth by the Congress, clearly demonstrating the spirit of unity, loyalty, exemplary conduct, innovation, development, and continued promotion of the revolutionary nature of the police force, successfully fulfilling the tasks assigned by the Party, State, and the Fatherland Front, and serving as the core force in the nationwide movement to protect national security.
In just a short time since its establishment and operation, the Association of Former Public Security Officers has demonstrated its courage, loyalty, and dedication to the Party, the people, and the enduring development of the nation, of former Vietnamese Public Security officers, and of the Public Security force, continuing to shine brightly with the qualities of a revolutionary police officer.

According to the General Secretary and President, the entire Party, people, and army, under the leadership of the Party, are striving to successfully implement the Resolution of the 14th Party Congress and strategic guidelines, aiming for Vietnam to become a developed country with high-income citizens by 2045.
The General Secretary and President emphasized the key areas of focus for the association's work in the new term.
The Association of Former Public Security Officers at all levels must first and foremost truly be a common home that fosters camaraderie and fellowship among former police officers and those who have contributed to the cause of protecting security and order.
The Association is an organization that brings together former police officers, mostly retired police officers. More than anyone else, the various levels of the Association must be places that care for the health, material well-being, and spiritual needs of its members, especially those in difficult circumstances. At the same time, the Association serves as a bridge to facilitate active coordination and support from the police force, local Party committees, government authorities, and the Fatherland Front, ensuring that the various levels of the Association truly become a pillar of support for its members, especially during times of hardship.

The Association continues to vigorously implement activities that affirm the mark and identity of revolutionary police officers and the heroic Vietnamese People's Public Security Force in all fields.
Truly becoming the core of the movement to protect national security.
For tasks assigned by Party committees, government, the Fatherland Front, and the police force, all levels of associations and their members must clearly demonstrate the exemplary and leading spirit of the police force to organize and implement them with the highest possible results and complete them as quickly as possible.
The Association needs to adhere to and effectively implement the viewpoint that "the people are the foundation, the people are the center, the subject," stemming from the needs, aspirations, rights, and legitimate interests of the people; taking the best service to the people as its goal, relying on the people to carry out its tasks, and ensuring that the people benefit from the achievements.
The Association must truly become the core force of the nationwide movement to protect national security in the area, building on the achievements already made and actively participating in local activities. Members of the Association of Former Public Security Officers must clearly demonstrate their role and contribute to coordinating with the police force to manage security and order at the grassroots level.

The association needs to carry out practical activities and play a role in educating the younger generation about the traditions of patriotism, Vietnamese revolutionary heroism, and the traditions of the People's Police Force.
Members of the Association of Former Public Security Officers must actively put the Party's policies into practice. Generations of former Public Security officers, with their political acumen, prestige, experience, knowledge, and practical skills, need to pay special attention to political and ideological education, raising awareness among the people in their residential areas, refuting erroneous and hostile viewpoints, and truly becoming a "canopy of correct ideology" in their communities, spreading what is good and right, and overshadowing what is bad and negative.
