The Standing Committee of the Party Committee members: Ha The Vinh, Secretary of the Party Committee and Chairman of the People's Council of the commune; Nguyen Tri Nhan, Standing Deputy Secretary of the Party Committee; and Nguyen Van Tuyen, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, co-chaired the meeting.
Attending the Conference were members of the Standing Committee of the Party Committee, the Standing Committee of the People's Council, leaders of the People's Committee, the Vietnam Fatherland Front Committee of the commune, members of the Executive Committee of the commune Party Committee, representatives of departments, branches, and mass organizations, and secretaries of the grassroots Party branches and committees under its jurisdiction.
At the conference, delegates heard a report assessing the results of the tasks performed during the first nine months of 2026. According to the report, under the focused and comprehensive leadership and guidance of the Party Committee, the Standing Committee of the Party Committee, and the efforts of the entire political system and the people, An Truong commune proactively and seriously implemented the directives and resolutions of the Central Committee, the Hai Phong City Party Committee, and the commune's Party Committee; creating positive changes and achieving many important results in all fields.
In the first nine months of the year, the entire Party Committee admitted 31 new Party members (meeting and exceeding the target of 28 members); organized the awarding and posthumous awarding of Party Badges to 93 comrades on February 3rd, May 19th, and September 2nd; and completed the procedures for proposing the awarding of Party Badges to 8 comrades on November 7th. The management and standardization of Party member data was strengthened through updating and cleaning the Party member database system 4.0. Decisions were issued to establish 6 grassroots Party committees and 16 subordinate Party branches; and the political commentary competition on defending the Party's ideological foundation and the 2026 competition for excellent speakers and propagandists at the commune level were successfully organized.
Party inspection, supervision, and disciplinary work was carried out seriously and according to procedures, resulting in the issuance of 04 decisions and notices of supervision conclusions regarding Party organizations and Party members, contributing to maintaining order and discipline within the Party.
The socio -economic situation of the commune continues to maintain a fairly strong growth momentum. A notable highlight is that state budget revenue in the first nine months of the year reached VND 175,716 million, equivalent to 231% of the city's assigned target. Land management and land clearance work were decisively directed and achieved outstanding results. The Trang Due 3 Industrial Park project completed land clearance for 160.3/160 hectares (reaching 100.1% of the annual plan); the 110kV transmission line project after the An Lao 220kV substation reached 100% of the plan. The commune successfully organized the auction of land use rights for 27/31 plots in Phuong Chu Tay, Ngoc Chu 2, and Nghia Trang villages, generating VND 79.9 billion.
The agricultural sector continued to be stable, with the area planted with spring rice reaching 489 hectares (100% of the plan); fruit tree models such as lychee and dragon fruit developed effectively. Digital transformation made significant progress with the completion and commissioning of 3 key projects: paperless meeting rooms, a smart broadcasting system, and an AI security camera system with over 100 cameras for monitoring public order.
In the first nine months of the year, the Commune Public Administrative Service Center received 20,530 applications, resolved 20,386 of them, achieving a digitization rate of 99.99%, and had no overdue applications. Local military and national defense work was maintained, fulfilling 100% of the recruitment target with 54 citizens; the An Truong Commune defense combat exercise in 2026 was successfully organized…
At the conference, delegates focused on discussing and contributing many ideas to clarify the achievements made, while frankly pointing out some shortcomings and limitations in the first nine months of the year. Delegates also proposed many specific solutions to address difficulties regarding land acquisition for the remaining agricultural land and the relocation of cemeteries and graves within the Trang Due 3 Industrial Park project; improve the efficiency of waste sorting at source; and strengthen measures to prevent crime and ensure security and order in the area.
In his concluding remarks and directives at the Conference, the Secretary of the An Truong Commune Party Committee acknowledged, commended, and highly appreciated the efforts, endeavors, and comprehensive results achieved by the Party Committee, government, and people of the commune during the first nine months of 2026.
The Party Committee Secretary emphasized that there is not much time left in 2026, while the workload is enormous. To successfully and comprehensively achieve the goals and targets set out in the 2026 Resolution of the Commune Party Committee, the entire political system must continue to promote the spirit of unity, proactiveness, creativity, and innovation in leadership methods according to the "six clear" principle: clear person, clear task, clear time, clear responsibility, clear output, and clear authority.
Continue to promote the study, understanding, and implementation of Resolutions, Directives, and Conclusions of the Central Committee and the City Party Committee. Strengthen the management of Party members, review and create sources for the development of new Party members to meet and exceed the assigned targets. Promote the implementation of digital transformation and the digitization of records in Party work; deploy and put into operation 100% electronically the four administrative procedures of the Party (transferring official and temporary Party membership, electronic payment of Party fees, and obtaining feedback from residents). Guide and support 100% of Party members in installing and effectively using the electronic Party Member Handbook application. Improve the effectiveness and efficiency of inspection and supervision work, and maintain discipline within the Party.
The Party Committee Secretary requested decisive direction in the land clearance work for key projects, especially the Trang Due 3 Industrial Park Project. He also called for strengthening state management of land, construction order, and environmental protection; maintaining the effectiveness of the waste sorting at source model and strictly handling violations related to encroachment on public land and illegal construction. He urged accelerating the construction progress of key public investment projects. He emphasized the continued effectiveness of administrative reform, striving to maintain a 100% rate of timely and accurate processing of applications. He stressed the importance of reviewing, examining, and managing the pool of citizens eligible for military service, ensuring 100% completion of the 2027 recruitment target. Furthermore, he called for strengthening intelligence gathering, proactively attacking and suppressing all types of crime; maintaining the effectiveness of the "An Truong Commune Drug-Free" model, the "All People Protect National Security" movement, and promoting the role of grassroots security and order teams.
The Party Committee Secretary expressed confidence that, with the unity and strong determination of the Party Committee Executive Board, the coordinated efforts of the entire political system, and the support of the people, the An Truong Commune Party Committee will comprehensively and excellently fulfill all targets and tasks for 2026, creating a solid foundation for the rapid and sustainable development of the locality in the following years.
