Creating motivation to improve the quality of education, training, and scientific research.

Adhering closely to the resolutions of higher authorities, the tasks for the academic year, and the requirements for building a comprehensively strong and exemplary unit, the Party Committee and command of System 2 (Postgraduate Student Management System) of the Military Technical Academy have focused on leading and directing the synchronized implementation of solutions to improve the quality of education and training and promote scientific research. Through this, they are gradually building an effective learning and research environment, contributing to the training of high-quality human resources to meet the requirements of the mission in the new situation.

According to Colonel, Dr. Cao Trung Ha, Acting Head of System 2, from the beginning of the academic year, each semester and each month, the System's Party Committee and its branches clearly defined the content of leadership in implementing educational and research tasks in their resolutions. The implementation process was carried out strictly, according to principles and procedures, from developing plans, determining targets and measures to launching, inspecting, supervising, and evaluating results.

The Party Committee and Command of the System, as well as the Party Committees and Commands of the various courses, have always paid attention to creating conditions for collectives and individuals to boldly innovate and promote dynamism and creativity in performing their duties. Accordingly, the emulation movement has been implemented in conjunction with each specific task, becoming an important driving force and measure to promote the quality and effectiveness of the work of each collective and individual.

System 2 is one of the exemplary units of the Military Technical Academy in education, training, and scientific research.

The results achieved in the 2025-2026 academic year demonstrate a positive transformation in the system's education and training work. 100% of the annual work program and plan were completed, with many items exceeding targets. 100% of postgraduate students achieved good, excellent, or outstanding results; with over 7% achieving excellent or outstanding results. 100% of theses and graduation projects were defended with good, excellent, or outstanding results. The doctoral program successfully defended its dissertations on schedule. For students in the long-term training program for logistics and technical commanders at the battalion and brigade levels, 100% achieved good or excellent results.

Along with improving the quality of education and training, research activities have been given significant investment by System 2, gradually becoming more in-depth. Faculty and students have published 194 scientific articles, including 81 international and 113 domestic papers; and participated in and led 21 scientific projects and tasks. Notably, many individuals have won awards in science and technology, including 4 individuals who won the Vietnam Science and Technology Innovation Award (Vifotech) and 2 individuals who won the Youth Innovation Award in the Army.

To create a foundation for the development of scientific research activities, System 2 focuses on building an academic environment, encouraging students to proactively conduct research, viewing this not only as a requirement of the training program but also as a method for developing critical thinking, improving problem-solving skills, and enhancing professional expertise. Classes and courses regularly monitor the situation, guide students in choosing appropriate research topics, connect theses and projects with practical tasks, and encourage the publication of research results in reputable scientific journals.

Lieutenant Pham Quang Tung, from Postgraduate Class 37A, one of the outstanding individuals in scientific research, shared: "To improve the effectiveness of learning and research, the command system regularly encourages, motivates, and provides methods and an environment for students to develop their abilities. Along with the attention and support from the unit, each student proactively updates their knowledge, actively engages in academic exchange, and connects research with practical requirements."

A key focus of the emulation movement within System 2 is promoting science, technology, innovation, and digital transformation . The Party Committee and command of System 2 regularly disseminate and implement Resolution No. 57-NQ/TW of the Politburo; Resolution No. 3488-NQ/QUTW of the Central Military Commission on breakthroughs in the development of science, technology, innovation, and digital transformation in the Army; and Resolution No. 290-NQ/QUTW dated January 7, 2026, of the Central Military Commission on breakthroughs in the development of education and training in the Army.

In addition to successfully completing its main political tasks, System 2 also actively and effectively participates in mass mobilization, policy-making, and community activities.

In carrying out its tasks, the system effectively utilizes electronic document systems, document management software, work file management, command and control, and digital signatures. The exchange of documents, compilation of reports, statistical data collection, and monitoring of students' learning and research progress are gradually implemented in a digital environment. As a result, work processing time is shortened, accuracy and data utilization are improved, contributing to the innovation of management, operation, and task implementation methods.

In the coming period, System 2 will continue to thoroughly understand and seriously implement the resolutions and directives of higher authorities; striving for 100% of officers, staff, trainees, and soldiers to have firm political resolve, clearly defined motivations, and a sense of responsibility in their studies, training, and task performance. In education and training, the System aims for 100% of trainees to meet the requirements, with 90% achieving a good or excellent grade.

Regarding scientific research, the system continues to create opportunities for students to participate more deeply in scientific activities, aiming towards the 22nd Conference of Young Researchers in 2027. The goal is for 100% of postgraduate research students to have scientific publications; at least 35% of postgraduate applied students to participate, with the aim of having 20% ​​of scientific reports of sufficient quality to be submitted for publication in domestic and international journals.
