Comrade Nguyen The Manh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, attended the conference.

According to the report presented at the Conference, in the first nine months of 2026, the Provincial Party Committee focused on comprehensively and decisively leading and directing the implementation of the Resolution of the 14th National Party Congress, the Resolution of the Provincial Party Congress, and the development goals for the 2026-2030 period. Party building and the construction of the political system were emphasized; the role of the Vietnam Fatherland Front and other socio-political organizations continued to be promoted. The province focused on directing socio-economic development, accelerating administrative reform, digital transformation , improving the investment and business environment, enhancing the efficiency of the two-tiered local government model; strengthening the fight against corruption, waste, and negative practices; ensuring national defense and security, while resolutely pursuing the goal of double-digit economic growth.

A highlight of the economic picture for the first nine months is the high growth rate. GRDP in the third quarter of 2026 increased by 13.96%, ranking second nationwide; overall, it increased by 11.24% for the first nine months, ranking sixth nationwide. This result shows that the province's growth momentum continues to break through, creating an important foundation for achieving the development goals for 2026.

Production, business, trade, and export activities continued to record positive results. The industrial production index (IIP) for the first nine months increased by 23.23% compared to the same period last year, further affirming the driving role of industry in the province's economic structure. Export turnover reached over 30.3 billion USD; import turnover is estimated at 21.68 billion USD, a significant increase compared to the same period last year and nearly reaching the 2026 target. State budget revenue is estimated at over 20,878 billion VND, equivalent to 78.7% of the Government and Provincial People's Council's assigned budget. Party building work continued to receive attention; as of September 30th, the entire Party Committee admitted 4,395 new Party members, achieving 92.4% of the annual plan.

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, delivered a speech at the Conference.

Speaking at the conference, Provincial Party Secretary Trinh Xuan Truong acknowledged and highly appreciated the efforts of the entire political system, the business community, and the people in implementing socio-economic development tasks during the first nine months of 2026. He emphasized that the results achieved are encouraging but complacency must be avoided; continued efforts and determination are needed to achieve the highest possible results. Economic growth must be linked to improving the people's living standards. The achievements of growth need to be disseminated to all regions and all groups, especially people in remote and disadvantaged areas, so that they can truly benefit from the province's development.

Regarding future tasks, the Provincial Party Secretary requested that the conclusions, directives, and resolutions of the Central Committee be promptly and concretely implemented, shifting strongly from policy to implementation, linking it with specific tasks, products, and results; ensuring that policies are implemented effectively and efficiently.

Regarding the organizational structure, staffing, and operation of local government, the comrade assessed that the two-tiered local government model has been operating stably and effectively, meeting requirements. He requested the Provincial Party Committee's Organization Department to conduct a comprehensive study and advise the Standing Committee and the Provincial Party Committee on the unified policy and plan for consolidating and appointing vacant positions at the commune and ward levels; ensuring the smooth operation of the organizational structure, in accordance with regulations, and meeting task requirements. Regarding the handling of surplus deputy positions, he requested that the review, arrangement, and handling of surplus deputy positions at the commune level and in provincial-level units be completed in 2026, ensuring compliance with prescribed standards and quotas.

In the coming period, the entire province will continue to resolutely implement the 2026 growth target; unlock development resources; strive to collect budget revenue, especially land use fees; focus on achieving 100% disbursement of the 2026 capital plan, especially capital for national target programs. At the same time, it will continue to comprehensively implement solutions to improve environmental quality and address pollution issues in the area; definitively resolve difficulties and obstacles, especially for key provincial projects and industrial zones. In addition, it will meticulously prepare for major political and cultural events, including the Thai Nguyen International Tea Festival 2026; strengthen the management of public assets, land, planning, and minerals; and enhance responsibility in receiving citizens and resolving complaints and denunciations.

The Provincial Party Secretary requested that leaders of departments, agencies, and localities uphold a sense of responsibility, be thorough, proactive, and flexible in organizing implementation; specifically review each task and target, clearly define the progress and responsibilities of each agency, unit, and locality, and strive to achieve the highest possible results in fulfilling the socio-economic development goals and tasks for 2026.
