On the construction site of the road connecting National Highway 32 with the Noi Bai - Lao Cai Expressway (IC14), construction teams are focusing on areas where land has been cleared. The project has a total investment of VND 618 billion, with a main route of 11.8 km and three branch routes totaling 1.2 km. According to the No. 1 Investment and Construction Project Management Board, the construction value has reached over VND 350 billion, equivalent to 75.72% of the contract value. The roadbed has been constructed for 10.6/11.8 km; the crushed stone base has been completed for 8.8 km, and the asphalt concrete surface for 4.6 km. The drainage system is basically complete.
However, progress is dependent on land availability. Approximately 260 meters of the main route remain unhanded over due to issues with some households. At Km1+200, about 200 meters still require further processing due to a large volume of earth and rock. On the three branch routes connecting Phu Nham and Suoi Quyen roads, 32 households have yet to have their compensation plans approved and have not handed over their land. According to the plan, if all land is handed over in September, the project could be completed in the fourth quarter of 2026.

Regarding the Provincial Road 155 project, the section from Mong Sen Bridge to Sa Pa is also being urged to accelerate construction. This road plays a role in relieving traffic congestion on National Highway 4D, while also opening up additional connections between residential, production, and tourist areas. The project has a total investment of 360 billion VND, including a construction package worth over 296 billion VND. To date, the value of work completed has reached approximately 70.5 billion VND, equivalent to 23.8%.
According to Mr. Tran Dac Loc, the site manager of 299 Construction and Trading Joint Stock Company, the contractor is ready to increase manpower, machinery, and equipment to organize multiple construction fronts when the site is available. The important thing is that the site must be handed over on time so that the contractor can organize construction simultaneously, without waiting or moving equipment between locations.
The reality on Provincial Road 155 shows that land clearance work still involves issues related to land ownership, cadastral records from various periods, transfers , inheritance, and verification procedures. Some areas with large ethnic minority populations also require increased communication and mobilization efforts to create consensus. Once the land is cleared, the contractor commits to mobilizing maximum resources and needs approximately 10 months to complete the remaining work. Based on this reality, the project is being proposed to be extended until the end of 2027 to ensure sufficient conditions for implementation. According to Mr. Truong Xuan Chieu, Vice Chairman of the People's Committee of Ta Phin commune, the locality is coordinating with the investor and relevant units to complete the dossiers for remaining cases, thereby providing a basis for appraisal and approval of compensation plans and expediting land handover.

In Bat Xat, transportation projects connecting the border gate area and the border bridge across the Red River are being implemented simultaneously, forming a highly interconnected transportation network. The border bridge project across the Red River in Ban Vuoc commune and connecting infrastructure has a total investment of 675 billion VND. The Vietnamese side is focusing on the construction of the bridge itself. The value of work completed has reached approximately 170/288 billion VND, equivalent to 57% of the Vietnamese construction value. The goal is to strive for the bridge's completion by the end of 2026. Along with the border bridge, Provincial Roads 156, BV20, BV21, and BV22 are being invested in and upgraded, creating a connecting axis from the border gate with the external transportation system.
On the approximately 3.6 km long BV20 route, about 2.2 km of land has been handed over. The construction value on the handed-over area reached 74/87.9 billion VND, equivalent to 85%. The reason is that about 1.3 km of the route passing through the 28th mining area is still facing procedural issues related to mineral exploitation activities; about 100 m related to the pumping station location cannot be implemented because the relocation of the structure has not been completed.

Meanwhile, the Red River road project connecting Ban Vuoc border gate with Y Ty is also progressing rapidly. At the Ngoi Phat bridge package, 43 out of 43 bored piles have been completed, and 50 out of 50 girders have been installed; the value of work completed has reached 79.7/92.6 billion VND, equivalent to 86.1%. For the main route and Coc My bridge, approximately 3 out of 3.2 km of land has been handed over. The roadbed section from Km5 to Km7+300 is under construction; all 699 drainage culverts have been completed; and 11 out of 32 bored piles have been constructed for the Coc My bridge. Mr. Hoang Quy Hoi, an official from the Provincial Project Management Board for Investment and Construction of Transportation Works, stated: “The units are coordinating to handle the site preparation and urging the contractor to take advantage of favorable weather conditions to accelerate the project. The goal is to complete the roadbed and drainage system in 2026 and pave the entire route by April 2027.”

The reality on construction sites shows that resolving obstacles in land clearance requires coordination among localities and relevant units to clearly identify the causes and responsibilities for handling them. Early identification of emerging issues prevents them from piling up at the final stage, significantly contributing to the timely completion of projects. This, in turn, completes the connecting transportation network and creates more room for socio -economic development in Lao Cai.
