On the morning of October 3rd, at the regular Government meeting for September 2026 and the Government-Local Authorities Conference, representatives from localities acknowledged that, with the decisive direction and leadership of the Central Party Committee, and the proactive and flexible management of the Government and the Prime Minister, in the context of continued global economic fluctuations and significant pressure on trade, energy, logistics, and finance, the socio-economic development results achieved in the first nine months were extremely impressive and positive.

Local authorities highly appreciate the comprehensive solutions implemented by the Government , which both promote investment and support businesses while addressing institutional obstacles, directly impacting cost reduction and enhancing the resources of the economy. In particular, the continued implementation of tax exemptions, reductions, and extensions of tax, fee, and levy policies has created stability and supported production and business activities for enterprises.

Many solutions, proposals, and recommendations have been put forward by local leaders, with a commitment to accelerating the disbursement of public investment capital and striving to achieve the set growth targets.

Accelerate public investment and remove bottlenecks to create momentum for growth.

According to Chairman of the Hanoi People's Committee Vu Dai Thang, the average GRDP for the third quarter of 2026 in Hanoi reached 10.02%, bringing the growth for the first nine months close to 9%. Services continued to play a major role, industry and construction gradually increased over the quarters, and investment, consumption, and tourism continued to expand.

Total social investment in the first nine months increased by 19%, while investment from the state budget managed by the locality increased by 80%. Many major city projects have moved into the intensive implementation phase, including ring roads, bridges across the Red River, and new transportation axes, and notably, construction has commenced on five urban railway lines.

The volume of infrastructure investment has created demand for construction, materials, machinery, transportation, and related services. The city is focusing on land clearance, administrative procedure reform, finding new sources of materials, and organizing construction, prioritizing projects that can generate significant volume in the fourth quarter.

Reporting on the difficulties, the Chairman of Hanoi stated that the number of businesses resuming production and operations is not yet truly stable. Industrial production inventories remain high, and some export sectors have not yet recovered. The average CPI for the first nine months was 4.91%, higher than the national average. In the coming period, the city will focus on accelerating investment, supporting production and business activities, combined with price control.

Mr. Vu Dai Thang proposed that the Government continue to pay attention to and allocate resources to accelerate national infrastructure projects in Hanoi and connect the capital region, starting with the Ring Road 5 project and national railway lines through Hanoi, transportation hub projects and transportation connection projects between the city and other provinces and cities in the capital region. He also suggested the early application of the new land price mechanism according to Resolution 21-NQ/TW, to avoid businesses delaying their financial obligations.

According to Nguyen Loc Ha, Standing Vice Chairman of the Ho Chi Minh City People's Committee, with a growth rate of 9.8% in the first nine months of 2026, Ho Chi Minh City has set a target of achieving over 13.25% growth in the fourth quarter to meet the double-digit growth target for the whole year. The city also aims to achieve a budget revenue of 1 trillion VND and disburse 100% of public investment capital.

To achieve a breakthrough in the fourth quarter, the city is focusing on immediately resolving obstacles related to land procedures, site allocation, capital, and labor; accelerating the progress of construction projects; and simultaneously promoting industrial production, exports, stimulating consumer demand, tourism, and trade at the end of the year.

Regarding budget revenue, the City has developed specific plans for each month and each revenue source, focusing on revenue from land, land records, financial obligations, and addressing outstanding debts. For public investment, the City is determined to disburse approximately 26,000 billion VND of remaining capital in the fourth quarter to achieve 100% of the plan.

The city is also accelerating regional transportation projects, urban railways, projects in Can Gio, international transshipment ports, free trade zones, logistics centers, telecommunications, and public-private partnership projects. At the same time, the process of selecting investors for three inter-regional metro lines with a total length of approximately 90 km is being focused on.

The first phase of the city's flood control project, aimed at addressing tidal surges, is expected to be operational in November 2026. The city is also continuing to refine the Urban Development Law, with an estimated 36 more resolutions expected to be passed in October, and approximately 40 remaining resolutions to be finalized at the year-end session.

The Standing Vice Chairman of the People's Committee of Ho Chi Minh City affirmed that the city is determined to complete the targets for 2026, creating momentum for 2027 and the following years.

Focus on infrastructure projects and diversify development drivers.

Reporting on the province's impressive results in the first nine months of the year, with a GRDP growth rate of 11.31%, ranking 5th nationwide, the Chairman of the Ninh Binh Provincial People's Committee, Nguyen Thanh Binh, also frankly acknowledged the limitations in disbursing public investment capital and made decisive commitments for the fourth quarter, along with strategic infrastructure proposals to promote regional connectivity.

According to Mr. Binh, Ninh Binh's public investment disbursement rate currently stands at only 37.3% of the plan assigned by the Prime Minister, which is still low compared to the requirements. This is a task that needs to be highly focused on in the fourth quarter, with specific responsibilities and timelines for each project. The province commits to disbursing 100% of public investment capital from the central budget by the end of November or early December 2026; focusing on resolving outstanding projects, those with long-standing difficulties and obstacles, and surplus public assets to quickly put resources into use.

The Chairman of Ninh Binh province also stated that the locality is determined to accelerate the planning process, especially the Ninh Binh urban master plan, to concretize the goal of becoming a centrally-governed city before 2030, characterized as a millennium heritage city.

He proposed that the Prime Minister consider adding the Ninh Binh - Son La expressway to the road network plan for the period 2021-2030 and with a vision to 2050. This expressway will connect the Northwest provinces and key North-South transportation arteries, the Eastern North-South Expressway, National Highway 1, the Ho Chi Minh Highway, the coastal road, and the future high-speed railway to expand connectivity with economic zones and seaports. At the same time, the local leader requested the Prime Minister to direct the early preparation of the detailed plan for Ninh Binh International Airport and to expedite the appraisal of the Ninh Co economic zone plan.

As a locality with a low GRDP growth rate of only 5.59% in the first nine months, failing to meet the growth target set in the scenario, Chairman of the Son La Provincial People's Committee Nguyen Dinh Viet explained that the main reason is that the province's economic structure is still heavily dependent on electricity production and distribution, especially hydropower, which accounts for 18.04% of the total GRDP and as much as 64.94% of the industrial and construction sector.

In the third quarter, although hydrological conditions were better than in the second quarter, growth still fell short of expectations, reaching only 5.58%, while the ability to compensate from other economic sectors such as agriculture, processing industries, and services remained limited. In the second quarter, electricity production decreased by 21%, resulting in GRDP growth of only 0.89%. Furthermore, since March, the vital National Highway 6 has been subject to rotational traffic closures (from 7:00 AM to 9:30 PM), averaging about 8 hours a day, to facilitate repair work at landslide sites, significantly impacting tourism, trade, services, and goods circulation.

To achieve the year's growth target, Son La's GRDP in the fourth quarter needs to increase by over 13.8%. This is a very high growth rate, requiring the entire political system to be determined, make great efforts, and take decisive action. The provincial chairman said that the province has established four working groups, each headed by a Vice Chairman of the Provincial People's Committee, to address difficulties and expedite the progress of projects that can be completed in the fourth quarter, especially solar power, industrial, construction, and service projects. This will contribute to diversifying economic drivers, gradually shifting the province's economic structure, and reducing dependence on hydropower and sectors affected by weather conditions.

The province is also coordinating with ministries and agencies to finalize the dossiers and conditions to submit to competent authorities for a decision on the investment policy for the Moc Chau - Son La - Dien Bien expressway, creating new development space and momentum for the province and the Northwest region.
