Key economic sector

Resolution No. 26-NQ/TW, dated August 22, 2026, of the Politburo identifies tourism as a key economic sector and a new growth engine for the country; strongly shifting from quantitative to qualitative development with high added value; forming an integrated, inter-sectoral, inter-regional economic ecosystem based on science, technology, innovation, and digital transformation .

Furthermore, Resolution No. 80-NQ/TW, dated January 7, 2026, on the development of Vietnamese culture, provides a foundation for promoting culture as a creative resource, contributing to enhancing the competitiveness of Vietnamese tourism products. The policy of reorganizing administrative units also opens up broader regional linkages; at the same time, it necessitates the streamlining of the promotional apparatus, data consolidation, and repositioning of destination images accordingly.

These changes require promotional activities to innovate in thinking and approach; shifting from resource exploitation to value creation, using culture, people, experiences, and creativity as competitive advantages, thereby enhancing the value of the experience and meeting the diverse needs of tourists.

In his opening remarks at the 2026 National Tourism Promotion Conference, themed "Innovation - Synergy - Breakthrough," held on September 24th in Quang Ninh city, the Director of the Vietnam National Tourism Administration, Nguyen Trung Khanh, stated: Organizing two conferences in one day demonstrates a new, interconnected approach between travel agencies and tourism promotion.

According to the Director of the Vietnam National Tourism Administration, if travel agencies act as a bridge to bring products to customers, then promotion and marketing play a role in expanding the market, creating brand recognition, positioning destinations, and boosting tourism demand. Therefore, it is necessary to create a close connection between market research, promotion and marketing, products, travel agencies, airlines, destinations, and tourists, forming a unified and effective value chain.

Creating a tourism product chain

Ms. Tran Thi Thu Trang, Deputy Director in charge of the City's Investment, Trade and Tourism Promotion Center, said: "In recent times, the center has made efforts to implement tourism promotion programs both within and outside the city, strengthening connections with travel businesses in the area. Through these promotion activities, the center creates an environment for travel businesses and destinations to exchange information, connect, and form value chains for tourism products."

In the future, when Long Thanh International Airport begins commercial operation, the Center for Investment, Trade and Tourism Promotion will survey, connect, and develop tourism products associated with the airport, commercial centers, resorts, and tourist destinations in the city; effectively exploit tourism tours and enhance the value of local tourism.

According to Ms. Tran Thi Thu Trang, to effectively carry out promotional activities, the center will continue to promote digital transformation; focus on proposing solutions to build a shared market database system, connecting data between the central government, localities, and businesses. At the same time, it will promote the application of artificial intelligence (AI) and big data in market analysis and forecasting; and develop a set of indicators to evaluate the effectiveness of promotion based on tangible results.

In tourism promotion, it is necessary to clearly identify the target market, customer segment, and suitable products; promotional activities must be linked to businesses, flight routes, tours, and the actual supply capacity of the destination. Promotion should not only stop at organizing events but also create connections to develop products, expand markets, and transform them into customer flows, revenue, and value for tourism. At the same time, it is necessary to strengthen the mobilization of social resources and promote the proactive role of businesses, instead of relying solely on state resources.

The Deputy Minister emphasized the need to strengthen linkages between localities, businesses, and related sectors, especially aviation, transportation, culture, trade, and agriculture ; thereby forming competitive product chains that meet the needs of each market.

Promotion efforts need to be focused and targeted, avoiding duplication and a scattered approach; at the same time, emphasis should be placed on building and promoting national brands, destination brands, and product brands in a unified manner.
