According to the Ministry of Education and Training, the fields eligible for this policy are determined according to the List of Key Basic Science , Engineering and Strategic Technology Training Fields issued by the Minister of Education and Training. This list will be updated to conform with the current training field system.

In the event of changes to the program code, program name, or program classification, the scholarship eligibility of the student, which was previously determined, will not be affected.

One of the key aspects of the Circular is the guidance on determining the group of candidates with the highest scores, not exceeding 30%, for each subject group nationwide. This is one of the criteria for awarding scholarships under Decree No. 179/2026/ND-CP.

Scholarships are paid periodically on a monthly basis, according to the rates and schedules stipulated in Decree No. 179/2026/ND-CP and within the allocated state budget.

The data used to identify this group includes students admitted in the general admission round to majors eligible for the policy, regardless of the admission method, provided they have achieved the required results in the high school graduation exam in the specified subjects.

The scores used to determine the top 30% are calculated from Mathematics and the two highest-scoring subjects among Physics, Chemistry, Biology, and English. All subjects are graded on a 10-point scale, without weighting. Bonus points, additional points, points converted from certificates, or results from other assessment methods, exams, or forms of evaluation are not accepted.

For each group of majors, candidates are ranked according to their total scores from highest to lowest, and the selection is limited to no more than 30% of the candidates with valid data.

If there are multiple candidates with the same score at the bottom of the list, and including all of them would exceed 30%, all candidates with the same score will be excluded from the group. The circular does not use additional criteria to select some individuals within the group with the same score.

The scholarship eligibility score for each group of majors is determined by the higher of 22.50 points and the lowest score in the group, with the difference not exceeding 30% of the highest-scoring candidates.

After the results of the general admission round are announced, the Ministry of Education and Training will determine and publish the minimum scores for each group of majors. The group not exceeding 30% is determined based on the data from the general admission round in the admission year and will not be re-determined for supplementary admission rounds.

Notably, students do not have to independently prepare and submit applications for scholarship consideration or renewal. Information used for scholarship consideration is sourced from existing enrollment and training data and information systems, and is updated and verified on the National Strategic Human Resource Development and Training Management Platform.

Learners are also not required to resubmit documents and information that are already available in databases that the management agency and training institution can access according to regulations.

If the data is missing, inaccurate, or inconsistent, the training institution is responsible for checking, verifying, and updating it. Learners should only cooperate in verifying information when necessary.

For undergraduate students applying for scholarships for the first time, the application process must be completed within 15 working days from the date the educational institution confirms the student's enrollment. For postgraduate students, the application process must be completed before October 30th of the academic year.

Scholarship results are made public, but personal information such as identification codes, account numbers, and private information of students must be protected according to regulations.

Before making payments, the implementing agency or unit must verify the information to ensure that the correct person receives the correct amount, and that payments are not made at the same time or from the same source. Payments must be made using non-cash methods or other legal means.

The circular also clarifies the procedures for students changing majors, programs, or transferring to other training institutions. Students are not required to go through any additional procedures to request a transfer or to continue receiving a scholarship beyond the procedures for changing majors, programs, or training institutions as stipulated.

Educational institutions are responsible for updating and verifying data to determine continued eligibility for the scholarship and are not allowed to impose additional conditions beyond those already stipulated.

For students enrolling from 2025 onwards, the scholarship policy will be applied from September 1, 2026, provided they meet the eligibility requirements. The scholarship period will be calculated based on the remaining time of the standard training program.

For students enrolling in 2025 and 2026, the initial eligibility assessment will be conducted according to Decree No. 179/2026/ND-CP and Circular No. 80/2026/TT-BGDĐT. Funding for the year 2026 will be calculated from September 1, 2026, and will not cover any period prior to this date.

Previously, the Ministry of Education and Training issued Decision No. 2789/QD-BGDĐT dated September 22, 2026, on the minimum scores for eligibility for scholarships under Decree No. 179/2026/ND-CP for the 2025 and 2026 enrollment years.

The scores published for 15 training programs serve as the basis for determining which group of students belongs to, ensuring that the number of students with the highest scores in each program within the scope of the policy does not exceed 30%.
