According to the Quang Tri Provincial People's Committee, the model will be implemented from October 1st to October 31st, 2026 at the Provincial Public Administrative Service Center and the Public Administrative Service Centers of Dong Thuan and Dong Ha wards. The province will evaluate the results from November 1st to 10th, as a basis for considering further improvement, completion, or expansion of the model.
The "People's Assistant" model is designed as a tool to assist citizens in the stages leading up to the receiving officer's office. AI can guide citizens in identifying procedures, conditions, required documents, forms, fees, and the process; recognize and extract information from documents; perform preliminary checks on the completeness and consistency of information; and suggest ways to fill out and complete the application. This approach aims to shorten the time citizens spend on procedures, reduce the need for document revisions and additions, and minimize repetitive guidance from officials.
The pilot program includes 20 administrative procedures, 10 at the commune level and 10 at the provincial level. At the commune level, AI is being tested on procedures directly related to daily life, such as document authentication, signature authentication, issuance of copies of civil registry extracts, confirmation of marital status, marriage registration, death registration, business establishment; birth registration linked with permanent residence registration and issuance of health insurance cards for children under 6 years old; disability assessment and implementation of social retirement benefits.
At the provincial level, the list includes procedures in various fields such as issuing Vietnam-Laos cross-border transport permits, fishing permits, notification of promotional activities, updating information in records of meritorious individuals, receiving notifications of advertising products, issuing domestic tour guide cards, issuing vehicle badges for transport businesses, issuing copies of diplomas and certificates, issuing additional training vehicles, and reissuing training vehicle permits.
To measure the model's actual effectiveness, Quang Tri province required the creation of baseline data and monitoring and comparison before and during the pilot period. The evaluation focused on the time it took for citizens to complete their applications; the time spent by officials providing guidance and conducting preliminary checks; the accuracy in identifying, extracting information, and suggesting declarations; the percentage of applications that were complete from the outset, and the percentage requiring revisions or additions; the self-service capability and user satisfaction level. The number and nature of errors, integration capabilities, traceability, and information security requirements were also included in the evaluation.
According to the plan, the AI-powered "People's Assistant" model will only play a supporting role and will not replace the National Public Service Portal, the provincial administrative procedure information system, or the authority of state agencies. The verification, assessment, confirmation, and decision-making regarding applications will still be the responsibility of the competent agency or individual.
After the pilot phase, Quang Tri province will base its decision on the evaluation results regarding effectiveness, accuracy, integration capabilities, and conditions related to data, infrastructure, human resources, and information security to determine the next course of action. If the model meets the requirements, it may be further refined and considered for scaling up, thereby transforming AI from an experimental tool into a method to support citizens in accessing public services.
