
Recently, at the National Conference on Studying, Understanding, and Implementing Several Resolutions and Directives of the Politburo , General Secretary and President To Lam reaffirmed the Central Committee's policy, emphasizing: Each document has its own goals, tasks, and tools; but overlapping aspects must be incorporated into the overall plan, coordinating resources, connecting data, and unifying inspection and supervision. Successfully fulfilling one task can simultaneously contribute to the implementation of multiple documents, creating a synergistic effect and overcoming overlapping and dispersed resources.
In line with the Central Committee's direction and the General Secretary and President 's guiding principles, many Party committees and organizations nationwide are actively reviewing and coordinating shared resources to create synergistic effects, contributing to the effective and simultaneous achievement of the goals of multiple documents.
Aiming to develop Quang Tri province into a new center for clean energy, tourism, and services in the central region, the Provincial Party Standing Committee is focusing on leading and directing the development of action programs and plans to concretize the resolutions and directives of the Central Government, in accordance with the province's practical situation, potential, and advantages. One of the key tasks identified by the Provincial Party Standing Committee is to leverage the province's position connecting the east-west axis, its maritime and island areas, border regions, border gates, and its energy, industry, agriculture, forestry , and tourism sectors to expand linkages and create new growth drivers.
Based on this, the Standing Committee of the Quang Tri Provincial Party Committee determined that: Resolution No. 26-NQ/TW, dated August 22, 2026, of the Politburo on developing Vietnamese tourism into a key economic sector in the new era, and Resolution No. 27-NQ/TW, dated August 28, 2026, of the Politburo on developing regions and organizing national development space in the new period, require departments, agencies, units, and local Party committees to overcome the mindset of administrative boundaries, proactively link value chains, and converge resources.
This is also an issue that Quang Tri must directly address in the process of expanding its development space, reorganizing resources, and implementing the Resolution of the Provincial Party Congress for the 2025-2030 term. According to Central Party Committee member and Provincial Party Secretary Vuong Quoc Tuan: Each document from the Central Committee addresses a specific field and requirement, but placed within the overall context, the resolutions and directives are closely related, all aiming to innovate leadership thinking and methods of implementation; build a team of capable, responsible, pioneering, and exemplary cadres; consolidate the ideological foundation; reorganize the development space; and unlock, connect, and promote new resources.
Determined to put the resolution into practice and create a transformation in the province's development, the Provincial Party Standing Committee requested that: Programs and plans be developed into a unified whole, ensuring the connection between Party building and socio-economic development; between political and ideological work, personnel work and the renewal of leadership methods; and between organizing development space and mobilizing and developing resources. Deputy Secretary of the Provincial Party Committee Tran Vu Khiem proposed that: The action program of each agency, unit, and locality must closely adhere to reality, integrate tasks with common goals to avoid spreading resources too thinly; and strictly adhere to and implement the "6 clear principles".
This provides a foundation for the province to strongly connect and leverage resources based on the close integration of the seaport system, the Hon La and Southeast Quang Tri economic zones, the airport, road infrastructure, and the future North-South high-speed rail axis. Quang Tri also aims to leverage its position as the shortest sea gateway, strengthening connections between the Lao Bao, La Lay, and Cha Lo international border gates with localities in Laos and Thailand . From there, it will transform its geo-economic potential into cross-border logistics, trade, and processing industry capabilities. Simultaneously, the province is determined to maximize the potential of renewable energy in accordance with the planning and allocation orientation of the North Central region.
The province has also identified the reorganization of development space in accordance with Resolution No. 27-NQ/TW as a driving force to promote linkages between localities to form inter-regional heritage, cultural, and tourism axes, build regional-level fair and exhibition centers and cultural spaces associated with the goal of developing the cultural industry into a new growth engine as required by Resolution No. 26-NQ/TW. Many wards and communes in Quang Tri are striving to build unique tourism products in the direction of improving quality, cultural experiences, and increasing value, taking advantage of the benefits brought about by the new development space, so that tourism truly becomes a key economic sector and a growth engine for the province.
