
In accordance with the 2020 Environmental Protection Law and Hai Phong City's regulations on solid waste management, the model aims for 100% of residents and commercial/service stalls in the apartment building to sort waste at source into three groups: organic food waste, recyclable waste, and remaining household waste; striving for a correct sorting rate of 52% or higher in 2026 and gradually increasing each quarter. In addition, all daily generated waste will be collected and transported out of the building promptly according to a fixed schedule in coordination with Hai Phong Urban Environment Company Limited, ensuring no waste accumulates overnight and strictly maintaining the criteria of "Apartment lobby - Corridor - Sidewalk free of waste".

A key highlight of the model is the establishment of an "Electronic Environmental Logbook" operating online, connecting data between the Ngo Quyen Ward People's Committee and the building's operating unit. Along with infrastructure including 127 specialized trash bins in three colors placed on each floor, 6 large garbage collection vehicles, and one covered waste collection point, the building is equipped with and operates a system of 51 24/7 surveillance cameras installed in front of the garbage rooms on each floor and in the technical stairwells of blocks CT1 and CT3. Image data of waste discharge is continuously monitored and automatically updated into the environmental monitoring logbook, providing objective evidence for public awareness campaigns, reminders via the resident application, or for transferring files to the Ward People's Committee to issue administrative penalties for deliberate violations.

The synchronized combination of standardized waste collection infrastructure, automated surveillance camera technology, and close coordination between local authorities and the operating management unit not only enhances the self-awareness of the community but also lays the groundwork for replicating the model of civilized, clean, and beautiful digital residential areas and apartment buildings throughout Ngo Quyen Ward.
