The Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, and his delegation inspected the project connecting National Highway 7C with Provincial Road 542E. The project has a total investment of 1,000 billion VND from the provincial budget, part of the 2026-2030 medium-term plan. The total length of the route is approximately 10 km, passing through Than Linh, Phuc Loc, and Yen Trung communes. The road is designed according to the standards of a Class III road in a flat area, with a 12m wide roadbed and a 7m wide road surface. The project aims to create a connecting axis between expanded industrial zones and the external transportation network and the North-South Expressway. The Provincial People's Committee approved the investment policy on September 10, 2026. Currently, the Management Board has issued tender documents for the consulting package to prepare the feasibility study report, with the bidding opening on October 8, 2026. The project aims for approval in December 2026 and commencement before April 30, 2027.
Regarding this project, the Standing Vice Chairman of the Provincial People's Committee requested the Southeast Economic Zone Management Board to promptly calculate land clearance and resettlement plans, and also to calculate the investment phasing into two stages: 2026-2028 and 2029-2030 to ensure feasibility in terms of funding.
During an inspection of the project for the grade-separated interchange between National Highway N5 connecting National Highway 7C with National Highway 1 and the railway, Comrade Bui Thanh An requested the investor to pay attention to the design to ensure aesthetics and to identify the supply of materials for construction.
This project, implemented in Trung Loc and Dong Loc communes, has a total investment of VND 1,480 billion from the central government budget. It will include the construction of a two-tiered, reinforced concrete and prestressed reinforced concrete overpass bridge to eliminate level crossings and improve traffic flow between National Highway 1, National Highway 7C, N5 road, and the North-South railway line. The project received investment approval on August 8, 2026, and the consultant for the feasibility study has been selected. The Southeast Economic Zone is striving to complete the approval process before November 15, 2026, and commence construction before April 30, 2027.
Next, the Standing Vice Chairman of the Provincial People's Committee inspected Project No. 2 of the transportation system in Zone A - Nam Cam Industrial Park. The project has a total adjusted investment of VND 182.675 billion, has completed the bidding process for construction and commenced in August 2026, with the contractor currently carrying out road embankment work. However, construction is facing land clearance issues, with only 830m of the internal route (70%) having been handed over. The remaining 300m of the D4 route, extending through residential land and fish ponds of local households, and the final connecting section for residents, have yet to be handed over.
After inspection, the Standing Vice Chairman of the Provincial People's Committee requested the investor and Trung Loc commune to focus on coordinating to resolve land-related issues, ensuring that the overall progress of the project and the disbursement of public investment funds are not delayed.
After inspecting the entire length of the National Highway 48D upgrade and expansion project, from Dong Hoi Port to Thai Hoa, Mr. Bui Thanh An determined that this is a key horizontal transportation artery to replace National Highway 48A. The project has a total investment of 3,900 billion VND from the provincial budget. The project spans approximately 41 km and was approved by the Provincial People's Committee on September 11, 2026. Currently, the project has announced a tender for the consulting services package to prepare the feasibility study report (tender opening date: October 8, 2026). The goal is to complete project approval in December 2026 and commence construction before April 30, 2027.
Regarding this project, the Standing Vice Chairman of the Provincial People's Committee requested the investor to design an interchange that is compatible with National Highway 1A. In addition, identifying the terrain and the difficulties in land clearance related to forest land, it was suggested that the investor should hire a consultant or implement a similar solution to proactively manage land clearance.
The Standing Vice Chairman of the Provincial People's Committee highly appreciated the disbursement results of the Southeast Economic Zone, noting that by September 30th, the unit had disbursed 114.8 billion VND, equivalent to 79% of the allocated capital plan, exceeding the provincial average of approximately 72%. Accordingly, he requested the unit to focus on disbursing 100% of the 2026 capital plan in the remaining three months.
