
On October 5-6, in Tanzania, Vice Chairman of the National Assembly Nguyen Hong Dien attended the Opening Ceremony and High-Level Debate of the 153rd IPU General Assembly; met with the Prime Minister of Tanzania, the Speaker of the Malaysian House of Representatives, and the Speaker of the Australian House of Representatives; and met with the Vice Chairman of the Federation Council of Russia and the Vice Chairman of the National Council of Algeria.
Speaking at the opening ceremony of the 153rd IPU General Assembly, IPU Secretary-General Anda Filip emphasized three priorities in the IPU Strategy for the period 2027-2031: building strong and inclusive parliaments, promoting parliamentary diplomacy and joint action, and enhancing the effectiveness and responsiveness of the IPU; highlighting the role of parliamentary diplomacy in global processes, in efforts to innovate the multilateral system, and in promoting consultation, dialogue, and peaceful resolution of current international and regional disagreements and conflicts. The IPU Secretary-General also called on national parliaments to prioritize strengthening legislative capacity on AI and promoting cooperation in building global rules and frameworks on AI security.
IPU President Tulia Ackson stated that global crises ultimately impact the lives of communities, therefore parliaments need to view global issues through the eyes of the people; parliaments can strengthen good governance and ensure accountable and transparent institutions by incorporating community voices into legislation, budgets, and oversight, and by increasing the participation of women, youth, and vulnerable groups.

Tanzanian Prime Minister Mwigulu Nchemba emphasized that the IPU continues to be a forum for parliaments to exchange experiences and strengthen democratic institutions, jointly find common solutions to global challenges, enhance parliamentary diplomacy, and contribute to peace, justice, and development.
Tanzanian Parliament Speaker Mussa Azzan Zungu proposed shifting relations between the Northern and Southern hemispheres from a model of dependence to an equal partnership, with Southern countries participating in global decision-making processes and sharing benefits.
According to the program, on October 7th, Vice Chairman of the National Assembly Nguyen Hong Dien will deliver an important speech at the High-Level General Debate of the 153rd IPU General Assembly.

During the meeting, Tanzanian Prime Minister Mwigulu Nchemba expressed his appreciation for the international friendship between President Ho Chi Minh and the late Tanzanian President Julius Nyerere, an invaluable asset and a solid foundation for the traditional friendship between the two nations; respectfully conveyed greetings and an invitation to visit Tanzania to Prime Minister Le Minh Hung ; and highly appreciated Vietnam's development, strong institutional reforms, and the persistent efforts of Halotel, a brand of Viettel Group investing in Tanzania, contributing to the socio-economic development of Tanzania.
The Tanzanian Prime Minister affirmed his desire to promote comprehensive relations with Vietnam, especially in the fields of telecommunications and digital transformation; he stated that Tanzania is focusing on developing its irrigation system and invited Vietnamese businesses to invest in agricultural production and processing in Tanzania.
Vice Chairman of the National Assembly Nguyen Hong Dien congratulated Tanzania on its development achievements; conveyed greetings and an invitation to visit Vietnam from Prime Minister Le Minh Hung to Tanzanian Prime Minister Mwigulu Nchemba; and welcomed Tanzania's plan to open an embassy in Vietnam.

The Vice Chairman of the National Assembly proposed strengthening the exchange of delegations, especially high-level delegations, through Party, National Assembly, and Government channels to further enhance the effectiveness of bilateral cooperation; at the same time, he requested the Tanzanian Government to promote negotiations on agreements to encourage and protect investments, and agreements to avoid double taxation according to international standards, to promote cooperation in the fields of mining, energy, science and technology, infrastructure development, and to continue to pay attention to and support Halotel Company to operate effectively and participate in related projects in Tanzania.
Malaysian House Speaker Johari bin Abdul congratulated Vietnam on its development achievements, expressing admiration for the resilient and courageous Vietnamese people throughout their history of nation-building, national defense, and strong development today, a member that ASEAN is proud of and worthy of emulation; he proposed that the two countries strengthen close cooperation to promote ASEAN cohesion, peace, neutrality, freedom, and development, especially by increasing intra-ASEAN trade and ensuring regional food and energy security.

National Assembly Vice Chairman Nguyen Hong Dien conveyed an invitation from National Assembly Chairman Tran Thanh Man to the Malaysian Parliament leaders to visit Vietnam; expressing a desire to further strengthen bilateral cooperation in the future, and noting that the two countries have potential for cooperation in the development, production, and export of Halal products.
To strengthen ASEAN's cohesion and development, the Vice Chairman of the National Assembly proposed that the parliaments of member countries conduct annual reviews of cooperation and promote intra-ASEAN trade to encourage governments to translate commitments and cooperation orientations into concrete actions within ASEAN.


Both sides agreed to strengthen exchanges through parliamentary channels at the high level and at the committee level, as well as to promote exchanges among young parliamentarians, female parliamentarians, and representatives of ethnic minorities.
Australian House of Representatives Speaker Milton Dick particularly appreciated the results of the historic visit of General Secretary and President To Lam in August 2026, which created strong momentum for the implementation of the comprehensive strategic partnership; and requested Vietnam's support for its candidacy for the IPU chairmanship for the 2026-2029 term.

Vice Chairman of the National Assembly Nguyen Hong Dien conveyed the invitation to visit Vietnam from Chairman of the National Assembly Tran Thanh Man to Speaker Milton Dick and leaders of the Australian House of Representatives; he suggested that the two sides strengthen exchanges of delegations at the high level, local level, ministerial level, parliamentary group level, and business community level to enhance understanding and expand cooperation in many fields.

The Vice Chairman of the National Assembly proposed that the National Assemblies of the two countries build and perfect the legal framework to promote trade towards a turnover of 20 billion USD and the goal of doubling investment flows within 5 years; requested support and favorable conditions for the Vietnamese community in Australia to live stably and contribute positively to the bilateral relationship; highly appreciated the candidacy of Chairman Milton Dick and suggested that the two sides strengthen cooperation and support each other in multilateral parliamentary forums, promoting multilateralism and international law, including the 1982 UNCLOS Convention.
Deputy Chairman of the Federation Council of Russia Konstantin Kosachev highly appreciated the implementation of the Comprehensive Strategic Partnership; he also appreciated the cooperation between the two countries' parliaments and suggested that both sides make good preparations for the visit to Vietnam in November 2026 by the Chairwoman of the Federation Council of Russia Valentina Matviyenko, including the signing and implementation of parliamentary and local cooperation agreements.

Vice Chairman of the National Assembly Nguyen Hong Dien highly appreciated the achievements of the Government and the Federation Council of Russia, especially in the fields of legislation, supervision, and resolving major national issues; affirmed that Vietnam always values and cherishes the traditional solidarity and friendship with the former Soviet Union as well as with Russia today; and affirmed that it will coordinate to prepare well for the visit of Chairperson of the Federation Council of Russia Matviyenko.


On this occasion, the two sides also exchanged and shared assessments and opinions on international and regional issues discussed within the framework of IPU-153.
Algerian National Assembly Vice-Chairman Mohammed Larbi Slimani expressed his appreciation for the traditional friendly relations, mutual support, and shared strategic vision between Vietnam and Algeria; he respectfully invited National Assembly Vice-Chairman Nguyen Hong Dien to visit Algeria soon to promote parliamentary cooperation; and agreed to further strengthen economic and trade cooperation between the two countries, including supporting Vietnamese businesses to invest and operate in Algeria and, through Algeria, access regional markets.

Vice Chairman of the National Assembly Nguyen Hong Dien congratulated Algeria on successfully holding the 10th National Assembly elections and Mr. Slimani on his appointment as Vice Chairman of the Algerian National Assembly; suggested that the two sides strengthen exchanges of high-level delegations and parliamentary cooperation, promote cooperation in oil and gas, high-tech agriculture, health, science and technology, and negotiate a trade agreement to create a foundation for trade and investment activities between the two countries; and expressed the hope that the Algerian Senate would continue to pay attention to and support the activities of the Vietnam National Energy and Industry Corporation (PVN) in Algeria, contributing to making oil and gas cooperation a highlight in the relations between the two countries.
