After hearing the announcement of the planned program and content of the Second Session of the 16th National Assembly; and a general report on the activities of the Provincial National Assembly Delegation from the First Session to the Second Session, voters in the two communes of Nam Tam and Pu Sam Cap made many suggestions related to the health sector and the regime and policies for officials and civil servants when implementing the two-tiered local government and reorganizing communes, villages, and hamlets.

Voters in Nam Tam commune have reported that the infrastructure and personnel of commune-level health stations are deteriorating, lacking the necessary conditions to fulfill their functions under the two-tiered local government system and to meet the basic healthcare needs of local residents. Voters hope that the central government and Lai Chau province will pay attention to and prioritize investment in commune health stations in particularly difficult, remote, and isolated areas.

The power supply in Nam Tam commune is intermittent and frequently experiences outages, sometimes 6-7 times a day, affecting the daily lives of local people and the operations of various units, especially the machinery and equipment of Pa Ha Hospital. Voters request an increase in the capacity of the commune's transformer station and power grid system to ensure sufficient power and safety.

Meanwhile, voters in Pu Sam Cap commune proposed the renovation, upgrading, and completion of internal field and village roads, as well as inter-commune roads, to facilitate production, business, and trade activities for the people; and research into crop conversion, as the current rubber plantation area does not yield high economic returns…

Regarding regulations and policies, voters in both communes requested that the competent authorities promptly provide guidance on regulations and policies for civil servants transferring to commune-level public service units such as the Commune General Service Center (professional job titles, salary grade classification, etc.); position allowances for heads of departments/divisions at commune health stations; and one-time allowances for some civil servants and public employees transferring from more favorable areas to work in particularly difficult communes.

Many voters have suggested increasing allowances for village/hamlet officials, due to the large geographical area, dense population, and heavy workload.

On behalf of the Lai Chau Provincial National Assembly Delegation, Deputy Head of the Delegation Hoang Quoc Khanh, along with the Chairmen of the People's Committees of the two communes, answered some questions within the jurisdiction of the communes and the province. The remaining questions will be fully received by the Delegation and forwarded to the relevant authorities.

"Every opinion and suggestion from voters is important practical information for National Assembly deputies to study, synthesize, and report to the National Assembly, the Government , central ministries and agencies, and competent authorities for consideration and resolution," emphasized National Assembly Deputy Hoang Quoc Khanh.

Thus, the Lai Chau Provincial National Assembly Delegation has completed its voter outreach activities prior to the Second Session of the 16th National Assembly. From October 2nd to 6th, the delegation was divided into three groups, meeting with voters in nine communes: Ban Bo, Nam Tam, Pu Sam Cap, Tan Uyen, Muong Khoa, Sin Ho, Tua Sin Chai, Dao San, and Si Lo Lau.
