While the 2nd Central Committee Conference decided on important issues concerning organization, personnel, and the Party's foundational regulations for the new term; the 3rd Central Committee Conference further concretized the Congress Resolution with major policies on Party building, development models, and strategies for national defense in the new situation; at the 4th Central Committee Conference, the Party Central Committee had to both address the conditions for effectively implementing those decisions and prepare the theoretical, organizational, and human resources for the long-term development of the country.

The 4th Central Committee Conference is a continuation and development of previous conferences, and the issues considered and decided upon at this conference aim to ensure synchronization between organization, strategy, and action to effectively implement the goals set forth in the Resolution of the 14th National Congress. One of the key issues that the Central Committee will decide on is: "Identifying priorities correctly and effectively utilizing resources for rapid and sustainable development."

Based on the assessment that growth in the third quarter and in 2026 will continue to maintain positive momentum, however, the room for macroeconomic management is narrowing. General Secretary and President To Lam suggested that the Central Committee needs to conduct a comprehensive assessment to clarify the extent to which the goals have been achieved and the foundations for the following years.

In particular, 2027 must see accelerated progress, breakthroughs, and significant transformations, creating momentum to achieve the goals for the entire term.

General Secretary and President To Lam emphasized: "The Central Committee thoroughly discussed the overall goals, key indicators, and central solutions, especially the basis and conditions for striving for GDP growth of 10% or more and inflation of around 4.5%. The issue is to create stronger growth momentum while consolidating macroeconomic stability, ensuring major balances and the resilience of the economy . The annual plan must concretize Conclusion No. 18, linking acceleration with the implementation of the development model reform. The Central Committee needs to clarify what the breakthroughs are to transform resources into production and business capacity and achieve substantive development results."

Economists believe that correctly identifying priorities, unlocking and effectively allocating resources is key to solving the core problem of linking high growth with sustainable development and maintaining macroeconomic stability. Only by maintaining balanced and steady steps will the economy have the foundation to realize the aspiration of double-digit growth.

Associate Professor Bui Quang Tuan (Vice President of the Vietnam Economic Science Association) commented: "The orientation of this 4th Central Committee Conference is to discuss very important issues, especially those aimed at mobilizing resources, focusing on priority goals given our limited resources, and how to increase investment efficiency and achieve growth targets. When establishing a new growth model, we must focus on new growth drivers."

Professor Pham Hong Chuong (Chairman of the State Council for Professor Titles in Economics) stated: "When we remove obstacles in terms of mechanisms, policies, and institutions, we unleash resources and create tremendous change. Therefore, in our current context, removing bottlenecks, obstacles, and impediments in the implementation mechanisms is essentially unleashing resources."

According to economic experts, the request raised by General Secretary and President To Lam has highlighted an urgent need: to choose the right priorities and focus resources for rapid and sustainable development; along with clarifying the ability to balance resources and making necessary adjustments to serve the requirements of accelerated growth and breakthroughs. Mobilizing revenue must be linked to nurturing revenue sources and developing businesses.

"The problem of generating revenue, and how to nurture that revenue, is based on the philosophy of easing the burden on the people. This means that businesses must mature, grow, and increase, and people must have increasingly better jobs. Only then will the revenue base grow, and only then will the state have a sustainable source of revenue for development," stated Dr. Do Thien Anh Tuan (economic expert).

Unlocking resources to support growth.

Continuing to unlock resources and fully unleash production capacity for socio-economic development is considered an urgent requirement, because even though the country's GDP grew by 9.01% in the first nine months of this year, a breakthrough in resources is still needed to ensure double-digit growth . In practice, this direction has been and is being actively pursued by the Government through removing long-standing resource bottlenecks.

Instead of overgrown grass and enclosed areas of corrugated iron, rows of houses have begun to spring up. After nearly 20 years of inactivity, this project in Hanoi is being revived.

Mr. Hoang Quoc Thinh (Vice Chairman of the People's Committee of Quang Minh Commune, Hanoi City) said: "This is a major source of revenue for the locality. After resolving difficulties, the projects have collected budget revenue. It is expected that the project will contribute approximately over 20,000 billion VND to the budget."

Meanwhile, in Da Nang, after more than a decade of stagnation, the Golden Hills Eco-Urban Area Project, with a scale of over 15,000 billion VND, has been restarted with the expectation of creating more jobs, increasing budget revenue, and expanding urban space.

Thousands of projects revived recently demonstrate the government's efforts in implementing specific central mechanisms and policies to awaken previously frozen resources across the country. Nearly 800 trillion VND has been recorded from over 1,000 problematic projects that have been and are being addressed. This figure is almost 80% of the total public investment target for 2026.

Over 1,000 projects are being restarted. However, approximately 4,000 projects, worth around 2.9 trillion VND, are still facing obstacles. If these obstacles are removed, nearly three times the total public investment capital for the entire year of 2026 will be injected into the economy.

Removing bottlenecks and creating stronger growth momentum is the overarching principle set forth by General Secretary and President To Lam. Unlocking resources from stalled projects shows that resources are not lacking, but are being held up. Once unlocked, these resources will flow into production and business. At the macro level, trillions of dong cannot be left idle when the economy is aiming for double-digit growth.
